Main Purpose of Job

During the 2023 legislative session, the legislature consolidated the State Labor Relations Board, the Public School Labor Relations Board and the State Higher Education Labor Relations Board and created the Public Employee Relations Board (PERB).  The new PERB has the responsibility of overseeing collective bargaining for all public employees. 

 

The newly formed PERB is seeking three Deputy Directors (one for Executive Branch labor relations, one for public school labor relations, and one for public higher education labor relations).  Each Deputy will have the responsibility to investigate unfair labor practice charges and claims within their respective area of public employment.  

POSITION DUTIES

• Each Deputy Director will serve at the direction of the Board.

• Each Deputy Director, within their subject area, shall investigate Unfair Labor Practice charges and present the results of their investigation to the Board upon which the Board shall rely upon for a determination of probable cause to issue a complaint against the charged party. 

•The Deputy Directors will need to rely upon prior opinions and decisions of the former Boards to assist in their determination of probable cause. 

•Each Deputy Director will attempt at all times to seek informal resolution of charges or complaints.

MINIMUM QUALIFICATIONS

• Individuals in the Deputy Director position should be self-starting, self-motivated, and possess the knowledge and experience the statute requires.

• They must be prepared for direction from the Board about the investigative materials/results they provide to the Board. 

•Applicants should have knowledge of what constitutes “probable cause” regarding unfair labor practice charges alleging conduct in bargaining that impacts bargaining, so they may present an appropriate determination for the Board in such matters. 

•Applicants should have excellent verbal and written communication skills. 

•Applicants should have at least three (3) years of experience in the field of employee and/or labor relations.

•Based on the current Public Employee Relations Board caseload, those with knowledge and experience in labor relations at public higher education institutions and public K through 12 schools, will be scheduled for interviews first.
