Introduction

The Public Service Commission of Maryland, a State agency regulating public utility companies, is recruiting for a Manager Grid Reliability; Modernization to manage and direct the resources and activities of engineers in the Commissions Engineering Division associated with electric grid reliability and modernization. This includes administering the statewide inspection, testing, investigation and evaluation of the infrastructure (including metering) and operations of public utility companies under the Commissions jurisdiction, including compliance. This position provides professional technical, regulatory, legislative and stakeholder communications advice and consultation to the Commission and the Staff as required. This position interfaces for coordination and communication with state and federal agencies, PJM and other stakeholders related to electric system plans, operations, legislative priorities and preparedness for events involving critical infrastructure, including cybersecurity. As directed, this position also participates on advisory boards, provides expert testimony, and represents the Commission in various forums on matters related to Commission policies and implementing state policy goals for renewable energy, resilience, energy efficiency, peak load management and reduction of greenhouse gasses though electrification.

Main Purpose of Job

The Manager Grid Reliability & Modernization manages and directs the resources and activities of engineers in the Commission's Engineering Division associated with electric grid reliability and modernization. This includes administering the statewide inspection, testing, investigation and evaluation of the infrastructure (including metering) and operations of public utility companies under the Commission's jurisdiction, including compliance. This position provides professional technical, regulatory, legislative and stakeholder communications advice and consultation to the Commission and the Staff as required. This position interfaces for coordination and communication with state and federal agencies, PJM and other stakeholders related to electric system plans, operations, legislative priorities and preparedness for events involving critical infrastructure, including cybersecurity. As directed, this position also participates on advisory boards, provides expert testimony, and represents the Commission in various forums on matters related to Commission policies and implementing state policy goals for renewable energy, resilience, energy efficiency, peak load management and reduction of greenhouse gasses through electrification.

POSITION DUTIES

Position duties include:

  • Design, develop and maintain an inspection program ensuring compliance with regulations for service supplied by electric companies.
  • Design, develop, and maintain the Commission’s solar application process for renewable energy credits. 
  • Coordinate Commission representation and response to emergencies and drills involving critical infrastructure and cybersecurity and coordinate Commission’s 24/7 response as required, to Maryland Department of Emergency Management (MDEM) activations, drills and exercises. 
  • Coordinate the timely completion of buck sheets and the filing of expert testimony. 
  • Coordinate investigation of accidents/incidents and respond to complaints and inquiries. 
  • Provide recommendations to the Commission on issues arising from the work of the Division staff, cases, or external developments. 
  • Supervise employees. 
  • Sponsor COMAR changes and provide input on proposed legislation. Interface with state and federal agencies, PJM and other stakeholders related to electric system plans, operation, legislative priorities and preparedness for events. 
  • Participate on technical and advisory boards, workgroups and provide representation and mediation on behalf of the Commission and perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering from an accredited college or university.
Experience: Eight years of engineering experience conducting inspections, tests, investigations, and studies related to electric grid planning and operation with at least two years in leadership at a supervisor or work-leader level.

Notes:
1. Professional engineering experience may be substituted at the rate of two years for each one year of the required experience as defined above.                          
2. Possession of a Master’s degree in engineering from an accredited college or university may be substituted for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle drivers license valid in the State of Maryland.
