This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

This position is responsible for monitoring compliance with contractual agreements and legally mandated requirements/performance measures regarding correctional health and medical care. Responsibilities include the oversight of compliance and auditing of fiscal operations pertaining to correctional health contracts including data collection, management and reporting, and auditing to determine whether tangible products and services have been delivered. 

POSITION DUTIES

Examples of work performed in this position include:
  • Conducting analyses of complex financial issues and preparing projections related to health care costs and delivery. 
  • Directing and administering material issues bearing on the cost effectiveness of the Inmate Health Care System. 
  • Conducting cost-benefit analyses for healthcare and medical contracts. 
  • Establishing methods for data collection and examination in order to provide thorough analysis of overall service delivery.
  • Initiating, planning, designing and executing projects in public health policy analysis and ensure the validity and reliability of findings, interpretations, conclusions, recommendations and final reports.
  • Monitoring new legislation and providing input on current and future impact in regards to medical compliance. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in accounting or a related field from an accredited college or university.

Experience: Six years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results. At least three years of this experience must have involved compliance and efficiency auditing in a medical or healthcare field. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience conducting financial and/or operational audits in a correctional environment. 

Experience managing healthcare contracts in a correctional environment. 

Experience interpreting and analyzing legal documentation and legislation. 


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
