Main Purpose of Job

This position serves as the Behavioral Health Program Manager for Child Welfare Services in the Baltimore City Department of Social Services. The position aligns with the mandates with federal requirements and mandates of LJ vs Massinga Federal Consent Decree. This position is a member of the Senior Leadership Team and is responsible for the day-to-day operations of the agency’s child welfare behavioral health services which are outlined in the Federal Consent Decree.

POSITION DUTIES

The Behavioral Health Program Manager serves several important roles that are critical within the agency:

Provides direct oversight of the behavioral health /mental health services provided to children and families involved with the Baltimore City Child Welfare system including Child Protective Services, Family Preservation, and Out of Home Placement. 

Develops and manages strategic partnerships with community/governmental agencies that ensure BCDSS direct service programs have the support they need to assist families and children with behavioral health/mental health services.

Provides direct oversight for the MATCH healthcare program for approximately 2500 children in the foster care system in Baltimore City.

Acts as liaison between Internal Verification Agent (2) for the Federal Consent Decree LJ vs Massinga.  This position is directly responsible for compliance and reports of exit standards: Measure 75, 79, 82, 83, 93, 94, and 99.

Acts as a member of the Health Care Advisory Board as dictated by the additional commitments outlined in the Federal Consent Decree LJ vs Massinga. 

Requires availability via phone or in person for emergency cases 24 hours a day, 7 days a week. 

Monitors 3-multimillion-dollar contracts for the agency related to healthcare and behavioral health services.

Provides supervision and oversight of the mental health navigators (Social Work Therapist).

MINIMUM QUALIFICATIONS

Experience: 5 years of experience administering Behavioral Health or Child Welfare program.

Education: Master's Degree in Social Work or Counseling.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Licensed Clinical Professional Counselor- (LCPC ) or Licensed Clinical Social Worker- Clinical ( LCSW-C)

One year of experience providing customer service to internal and external stakeholders.

One year of experience using Microsoft Office Suite and Google Suite.
