Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Maternal and Child Health Bureau (MCHB) is to promote and improve the health and well-being of women, children, and families, in order to eliminate inequities and improve outcomes in the State of Maryland. Our initiatives strive to strengthen and support the maternal and child health system of care in order to ensure the availability and accessibility of high-quality preventive, primary and specialty care services.

The State of Maryland’s Title V Program is funded through the Maternal and Child Health Block Grant of the United States Health Resources Services Administration (HRSA), and is housed within PHPA/MCHB. In Maryland, the Title V Block Grant forms the basis for numerous Maternal and Child Health (MCH) programs. The MCHB works in conjunction with various organizations, offices, and State agencies to execute initiatives which align with the grant’s goals and objectives. 

This position will provide leadership, managerial oversight, strategic planning, and policy development and analysis for MCH programs and initiatives, including Title V State’s Action Plan; the development of the MCH Workforce Development Strategy; the development of the Title V MCH Block Grant application; and the annual report process with the United States HRSA. This position will review the federal grant requirements of the Title V application and annual report. This position will also attend application technical assistance webinars and ask questions to the HRSA Project Officer when they arise. 

This position will serve as the Lead for the State’s Title V Action Plan. Additionally, this position will coordinate across offices and programs to receive input and draft content for the Title V application and report that is aligned with the State Action Plan, including national/State performance measures and evidence-based/informed strategy measures. Furthermore, this position will coordinate the grant application and annual report process, including developing a project work plan; establishing timelines; assigning tasks to responsible parties; and ensuring adherence to all deadlines and audit findings. 

This position will be responsible for coordinating the associated files in a shared drive or in a Google drive folder for team access. This position will work in collaboration with the MCHB/PHPA Fiscal Team to complete the financial reporting forms. To add on, this position will lead monthly program meetings with MCHB staff members in order to coordinate Title V activities, such as drafting the agenda and coordinating speakers, when applicable, with the federal and general-funded Title V programs. 

This position will work in partnership with the MCHB/PHPA Fiscal team to also monitor federal and generally-funded spending of the grant on a monthly basis, in addition to planning mitigation strategies for expected over/under spending. Next, this position will be responsible for reviewing twenty-four (24) local health department programs and fiscal quarterly and annual reports. This position will meet with the grantees on a quarterly basis, at the very least, to provide Statewide updates, technical assistance, and to share program learning and data across sites. This position will also meet with the State Systems Development Initiative Epidemiologist on a monthly basis, at the very least, to review Title V performance measures. 

This position will lead the design of the development of a Title V data collection system. This position will also develop a workforce development strategy for the State of Maryland in order to support pathways into MCH public health, as well as to increase capacity to address inequities. MDH is committed to increased investment in the recruitment, education and deployment of Physicians, Nurses, Doulas, and Community Health Workers, in order to provide comprehensive support for individuals throughout the stages of pregnancy, delivery and postpartum. 

Finally, this position will collaborate with internal and external stakeholders, as well as recommend policy changes, design training programs, and ensure a diverse and competent workforce. This position will lead core meetings and work with members both within the State and the National MCH Workforce Development Center to build workforce development resources. In addition to leading the procurement process of other MCHB grants and contracts, as assigned, this position will also coordinate for interns and rotators within the Bureau by maintaining the SOP for the Bureau.

MINIMUM QUALIFICATIONS

Qualified candidates should possess a Bachelor's degree from an accredited college or university and six (6) years of professional experience in health or human services, with three (3) years at the managerial or supervisory level.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience managing programs, including developing and monitoring workplans and budgets. The desired candidate should also have federal grant management experience, professional health policy experience, as well as professional experience in the Maternal and Child Health field.
