Main Purpose of Job

The main functions of this position are to manage/oversee Administration, Personnel, and Special Assignment duties for the Operations Administration, including office administration, human resources, inventory, and records management. The incumbent is responsible for addressing and responding to all Public Information Act PIA requests as dictated in COMAR Title 21, as well as preparing timely submissions of draft responses to constituent inquiries. The incumbent is also responsible for LEP/ADA reporting, procurement/contract monitoring, and special assignments as directed by the Deputy Secretary for Operations and/or Chief of Staff.  Special Assignments will be related to Operations Administration Offices including the Office of Contract Management & Procurement, the MDH Healthcare System, the Office of Human Resources, the Office of Secured Transport and Investigations, and the Office of Facilities Management & Development.

MINIMUM QUALIFICATIONS

Education: Qualified candidates must possess a bachelor's degree from an accredited university (law, policy, administration, or public health fields preferred).

Experience: Six years of professional administrative experience in health or human services, including at least 3 years of supervisory or managerial experience. 

NOTES:

1. Candidates may substitute the possession of a Master's degree from an accredited college or university for the one year of experience in administrative staff or professional work for the required experience (law, policy, administration, or public health fields preferred).

2. Candidates may substitute the possession of a Doctoral degree from accredited college or university for the required experience (law, policy, administration, or public health fields preferred). 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience managing administrative functions in State Government at the senior leadership level including human resources and budgetary tasks; 
  • Excellent oral and written communication skills and the ability to convey complex ideas/topics to senior leadership;
  • Knowledge and understanding with Maryland Public Information Act Law;
  • Ability to plan program operations, establish goals and objectives to achieve specific outcomes;  
  • Experience developing and implementing policies and procedures; and,
  • Excellent organizational skills and ability to manage multiple projects simultaneously with attention to details.
