Main Purpose of Job

The main purpose of the position is to provide technical assistance, support, and coordination of services to early care and education programs with participation in Maryland EXCELS and support of the Blueprint for Maryland’s Future. The position conducts on-site monitoring and provides information on Maryland EXCELS program standards and technical assistance to achieve quality ratings to childcare centers, family childcare homes, and Head Start and Public Pre-K programs throughout the state.

POSITION DUTIES

·        On-site/virtual consultation visits conducted with participating programs to provide information, technical assistance, and verify (once determined) accuracy of Maryland EXCELS rating.

·        Maryland EXCELS standards assessed, technical assistance provided, and recommendations made for additional technical assistance or training through the regional Child Care Resource Centers.

·       Childcare programs recruited to participate in Maryland EXCELS by conducting information sessions, presenting at roundtables/conferences/ workshops and on-site visits.

·       Support the Blueprint for Maryland’s Future.

·       Assist with the implementation of upcoming Maryland EXCELS standards revision. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree.

Experience: Two years of administrative, teaching, or educational programs

Notes:

1. Additional experience as defined above directly related to the position may be substituted for the required Bachelor’s degree at the rate of one year of experience for one year of education.

2. Possession of a Master’s degree may be substituted for one year of the required experience.

3. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.
1 year of experience in Early Childhood Education working in an early care and education setting, education coach or mentor, trainer or resource specialist.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Technical Support to Early Care Programs
  • Public Speaking Experience
  • Quality Rating Improvement Experience
  • Knowledge of Child Care Accreditation

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
