Main Purpose of Job
This position is responsible for the design, delivery, and implementation of training activities and/or learning opportunities for Child Care Licensing Staff and other internal and external users, enabling them to master appropriate skills to maintain and/or increase professional competencies. This position assists in contract and Task Order Requests for Proposals (TORFP) management for licensing system development and contributes to the mission of the Division of Early Childhood is to develop a high-quality early care and education system statewide which provides safe, healthy, nurturing, culturally sensitive, and cognitively stimulating environments for all children who receive early childhood education and school-age child care. This position will assure that staff in the thirteen regional offices of the Licensing Branch have the training and knowledge to perform all regulatory activity for all licensed and registered childcare programs statewide. This position provides staff development and leadership training related to the Division of Early Childhood mission ensuring that staff maintain knowledge at sufficient levels to provide uniformity and consistency in the assessment of childcare programs, provide quality customer service, and facilitate adequate and positive responses to changing social and economic trends in the child care industry as they perform those regulatory functions and support the Maryland State Department of Education’s efforts in implementing the multiyear strategic plan and the Blueprint for Maryland’s Future.
POSITION DUTIES
- Plans, implements, evaluates and ensures all activities related to staff development and training for the Office of Child Care, Licensing Branch, including other internal and external users.
- Represents the Licensing Branch on CCATS and ELIS projects to include coordination of the respective User Groups.
- Assists in the management contracts and TORFP’s of the State's child care systems including licensing (CCATS) and inspections (ELIS) monitoring.
- Works with advocates in the field of early childhood to coordinate efforts between agencies and answer questions in regards to the Licensing Branch of the Office of Child Care.
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s degree or at least 36 hours of equivalent
post-baccalaureate course work from an accredited college or university.
EXPERIENCE: Five years of staff development, training,
administrative, teaching, or licensing work in early childhood education or
child care programs.

Candidates may substitute two additional years
of experience as described above for the required education.

State Department of Education in accordance with Education Article,
Section 2-104, Annotated Code of Maryland.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to
applicants who possess the following preferred qualification(s). Please
include clear and specific information on your application regarding your
qualifications.
- Knowledge and experience with Child Care Licensing programs and early learning programs.
- Knowledge of Child Care provider credentialing and associated laws, existing and proposed COMAR regulations, policies and practices including procedures for grants, procurement, and contracts.
- Knowledge of the administration of child care training programs, writing syllabi, curriculum development, and adult teaching methods.
- Knowledge of renewal processes for credentialing programs for trainers
- Skill in interpreting and applying laws, policies and regulations regarding licensing and training requirements.
- Skill developing, initiating, and communicating training programs and conducting information sessions, presentations, and informational on-site visits.
- Ability to exercise sound judgment and discretion in the interpretation and application of division policies and procedures.
- Ability to establish and maintain effective working relationships with various public and staff including collaboration with child care communities
