Introduction

GRADE
Salary Grade 25
($72.97 per hour, effective 7/1/23)
Expert Review Team
members will be paid hourly as they accomplish completion of two days of
training, pre-visit preparation, four school visits, and post-visit reporting
for each school visit. Expert Review Team members will be paid hourly for each
additional school visit beyond the four required visits.
LOCATION OF POSITION
Expert Review Team members will
be assigned to review schools across Maryland’s 24 local education agencies.

POSITION DUTIES
These are contractual positions serving as Expert Review Team members responsible for visiting assigned schools within Maryland’s 24 Local Education Agencies to facilitate on-site reviews, focus groups, and complete pre-visit data reviews and post-visit reporting.
Expert review team members will conduct on-site observations of interventions and instructional practices and facilitate focus groups with stakeholders representing school leaders, teachers, students, and parents/caregivers. Team members will identify areas of promise, opportunities for growth, and make recommendations to inform improvements designed to increase student achievement.
MINIMUM QUALIFICATIONS
INTERESTED TEACHERS:
1. Should possess a minimum of three years of
effective teaching experience.
2. Possess demonstrated evidence of improving
student outcomes.
Preference will be
given to applicants who possess the following qualification(s). Please

- Improved student growth as demonstrated by student performance on state or local assessments; or
- Improved student attendance rates; or
- Increased the percentage of students achieving English proficiency; or
- Improved discipline rates (reduced suspensions, expulsions, etc.); or
- Increased graduation rates; or
- Increased the number of students earning industry credentials and/or college credits.
(Data can be for a specific student group or an entire student
body.)
INTERESTED SCHOOL
LEADERS AND CENTRAL OFFICE STAFF:
1. Possess a minimum of three years of school
and/or central office leadership experience.
2. Possess demonstrated evidence of improving
student outcomes.
Preference will be
given to applicants who possess the following qualification(s). Please

- Improved student growth as demonstrated by student performance on state or local assessments; or
- Improved student attendance rates; or

given to applicants who possess the following qualification(s). Please

- Authored peer-reviewed, published research papers/articles on effective practices for school improvement; or
- Possess experience leading school quality reviews; or
- Possess experience serving as a superintendent, chief executive officer, or other executive leadership position in a school district that demonstrated improvement.

DESIRED OR PREFERRED QUALIFICATIONS
Preference will be
given to applicants who possess the following preferred
qualification(s). Include clear and specific information on your

- Knowledge of requirements associated with the American Rescue Plan Elementary and Secondary School Emergency Relief Fund (ESSER).
- Knowledge of Blueprint for Maryland’s Future Expert Review Team requirements.
- Knowledge of effective monitoring practices and evidenced-based interventions.
- Skills in identifying school-level and system-level needs and delivering appropriate programmatic solutions, technical assistance, training, and guidance on issues related to mitigating learning loss and accelerating learning.
- Skills in organizing and managing multiple projects, timelines, and deadlines.
- Ability to establish and maintain effective working relationships and communicate effectively with a variety of stakeholders.
- Ability to exercise initiative and sound judgement in making decisions.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
