Introduction

The Blueprint for Maryland’s Future Accountability and Implementation Board (AIB) is seeking a Deputy Director for Operations. The AIB is a new State agency established to oversee the implementation of the Blueprint for Maryland’s Future, which is a multi–year initiative to transform Maryland’s public schools to provide a world–class education to every student. Main Purpose of Job

The Deputy Director for Operations will report directly to the Executive Director of the AIB, who along with AIB staff, supports the Board, which consists of seven members appointed by the Governor with the advice and consent of the Senate. The Deputy Director for Operations will be responsible for overseeing the internal processes and procedures of the agency and managing the day-to-day operations. The Deputy Director will supervise other directors to ensure the effective and efficient administration of the agency.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

● Manage the day-to-day operations of the AIB;
● Ensure that AIB products are high quality, accurate, and timely;  
● Ensure operations of AIB are efficient, effective, and responsive to the needs of AIB members, staff, and stakeholders;
● Manage projects, processes and initiatives undertaken by AIB and measure their impact; 
● Coordinate required reports that AIB must submit;  
● Ensure staff receive appropriate mentoring and guidance, provide ongoing feedback, and review annual performance reviews;  
● Manage the recruitment and hiring process and onboarding of new employees aligned to the Hiring Process that ensures the commitment to diverse staff who share the values of the AIB and the Blueprint;  
● Guide and direct ongoing individual and team professional development with an emphasis on diversity, equity and inclusion practices;  
● Develop and manage AIB Google Drives and document organization;  
● Timekeeper approver;  
● Review/approve accounts payable and procurement functions;  
● With Executive Director and Finance Director, develop and manage the annual budget and Managing for Results performance measures;  
● Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education Bachelor’s degree from an accredited college or university; and

Experience:  Seven years of supervisory or managerial level work experience. 

Notes:
1. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Management experience in recruitment, employee relations, employment services, and developing and delivering HR-related functions.
  • Experience with the State of Maryland's Financial Management Information System (FMIS) and/or the State procurement process and Maryland Procurement Systems (ADPICS /eMMA).
  • Experience with program development, management, and coordination using data analysis and interpretation.
