Introduction
The Blueprint for Maryland’s Future Accountability and Implementation Board (AIB) is seeking four Education Policy Analysts. The AIB is a new State agency established to oversee the implementation of the Blueprint for Maryland’s Future, which is a multi–year initiative to transform Maryland’s public schools to provide a world–class education to every student. This recruitment is for multiple positions based on policy areas listed below so please indicate your policy area(s) of interest and expertise in the supplement questions.

POSITION DUTIES
- Serve as an expert in one or more of the following policy areas, including Early Childhood Education, High Quality and Diverse Teachers and Leaders, College and Career Readiness, and Career and Technical Education (please indicate all areas of expertise/experience below);
- Develop and maintain knowledge of and expertise in the Blueprint for Maryland’s Future;
- Anticipate issues and trends that may be of interest to the AIB;
- For assigned area of expertise, identify topics requiring technical assistance, professional development, and training and support their development;
- Create policy products (i.e. analysts, reports) of high-quality and accuracy, in an effective and timely manner;
- Provide critical analysis of work products in a limited timeframe and provide constructive criticism;
- Liaison with representatives in local school systems, State and local agencies, and stakeholders;
- Conduct research on education policy and provide policy expertise and guidance Investigate best practices and research across the county and in top-performing international systems regarding education and specifically areas assigned;
- Lead, engage, and/or serve as staff in topic-based workgroups, committees, and task forces providing administrative and policy support;
- Perform other tasks as assigned.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Education, Policy or other related field from an accredited college or university.
Experience: Six years of experience in education and/or public policy, public administration, or related field.
Notes:
1. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- A Master’s degree in Education, Public Administration, Policy or other related field is preferred.
- Proficient in using Microsoft Office Word, Excel, or similar software in creating/using templates, formatting documents, analyzing data/trend, etc.
- One year of experience working in a hybrid or virtual environment including using cloud-based collaborative software and collaboration tools (ex Google, Office 365, Zoom, Microsoft Team).
- Knowledge of Maryland education laws, structure, systems and the Blueprint for Maryland’s Future.
- Expertise and/or experience in one or more of the following areas:
- Early Childhood Education (including full-day pre-Kindergarten for 3 and 4 year olds in public and/or private settings, supports for young children and families, children with developmental delays, and Kindergarten readiness, etc.)
- High Quality and Diverse Teachers and Leaders (including Teacher Preparation/Licensure, Career Ladder Structures, Educator Recruitment, Induction, and Retention, effective organization of the school days, effective use of teacher leaders in schools, new teacher induction programs, etc.)
- College and Career Readiness including Aligned Instructional Systems and High Quality Instructional Materials, Multi-Tiered Support Systems and Interventions, Curriculum/Assessment/Instruction, Effective Instructional Strategies/Remediation/Intervention, Post-CCR pathways (AP/IB/Cambridge, Dual enrollment)
- Career and Technical Education including high school level of registered apprenticeships, industry recognized credentials, workforce/industry needs, Career Counseling/Career Coaching, etc.
