This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

As the Employment Services Director, this position is responsible for providing managerial oversight to six regional employee operational support units and providing leadership for Department’s agency-wide program initiatives. The position manages all HR services, providing guidance and direction to DPSCS management, supervisors and employees. Responsibilities include, but are not limited to:

 

  • Managing the operational support units and the Center for Excellence
  • Overseeing the HR call center and onboarding procedures
  • Managing and developing orientation policies and procedures to include ensuring timely transactions relating to onboarding, benefits, leave, and payroll
  • Assisting appointing authorities and agency heads in the application of Federal, State, and Departmental laws, policies, and procedures relating to HR
  • Coordinating the bi-annual Performance Evaluation Program to ensure compliance with State guidelines
  • Providing guidance relating to employee counseling and discipline according to the Standards of Conduct
  • Managing special projects as determined by the Deputy Chief Human Resources Officer

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university.


Experience: Six (6) years of professional HR experience involving two (2) or more of the following: recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation or HR policy formulation. At least two (2) years must have been in an HR supervisory capacity.


Notes:  

1. Candidates may substitute the possession of a Master's degree from an accredited college or university for two (2) years of the required experience.

 

2. Professional HR management work in the areas of recruitment and selection, classification, salary administration, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four (4) years of the required education.

SPECIAL REQUIREMENTS

1. Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

2. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.
