Main Purpose of Job

The Maryland Department of Health (MDH) has identified maternal health and the goal of eliminating disparities in maternal health as a priority through the Statewide Integrated Health Improvement Strategy (SIHIS). The Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB) is looking for a full-time Women’s Health Physician Specialist with a background in Obstetrics/Gynecology and/or in Family Medicine.

The main purpose of this full-time contractual position is to focus on the Maryland Family Planning Program (MFPP) and its efforts to improve women’s health in the State of Maryland. This position will provide highly responsive clinical oversight at the level of an experienced physician, with training and expertise in Obstetrics/Gynecology and/or in Family Medicine, as well as with training and/or practice in Reproductive Health. 

This position will work closely with the MCHB’s Medical Director, along with the Bureau's Director, Deputy Director, Office Directors, and representatives of the Maryland Family Planning Program (MFPP). Additionally, this position will serve as the Title X Medical Director for local family planning sites which do not have a medical director. 

Furthermore, this position will support multiple public health programs which focus on women’s health by assessing each program's needs. This position will also provide support to such programs by evaluating each program's individual performance, as well as by developing, implementing and managing policies and programs to optimize women’s health and their families’ health.

MINIMUM QUALIFICATIONS

Education: A Doctorate degree in Medicine from an accredited college or university.

Experience: Required for certification in an area of medical specialization by an American Medical Association Specialty Board.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Medical Corpsman and Physicians classifications, or Nursing, or Physician and Medical Services and Special Corpsman Officer specialty codes in the Medicine field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the area of Reproductive Health. The desired candidate should also be medically certified to perform duties as an OB/GYN and/or in family medicine.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants for this classification must be certified by an American Medical Association Specialty Board in an area of medical specialization.

2. Applicants for this classification must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current license must be attached to the application.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
