Introduction
The Governor’s Office of Crime Prevention, Youth and Victim
Services serves as a coordinating office that
advises the Governor on criminal justice strategies. This office plans, promotes,
and funds efforts with government entities, private organizations, and the
community to advance public policy, enhance public safety, reduce crime and
juvenile delinquency, and serve victims.

Main Purpose of Job
POSITION DUTIES
Supervise
staff that oversee Accounting, Budget and Procurement.
Works with the CFO to develop
and implement all policies and procedures for the agency related to all areas
of financial management control.
Conducts independent analyses
of agency expenditures and revenues to monitor the status of the agency’s
annual operating budget by fund and appropriation. Performs routine revenue analysis of special,
federal, and reimbursable funds to
ensure revenue attainment and reconciliation.
Ensures the agency does not
overspend appropriation and takes corrective action as needed to remedy
shortfalls.
Establishes
internal agency deadlines for the establishment and preparation of the budget for
the Department.
Ensures
that all budget submission documents are prepared and submitted in accordance
with the fiscal year-specific Operating Budget Technical Instructions. Oversees and directs agency financial
close-out operations as required by the Office of the Comptroller-General
Accounting Division and budget request submissions as required by DBM.
Ensures agency compliance with federal guidelines
for grant awards, procurement guidelines for award solicitations, federal
guidelines for billing of agency grants, and account practices and procedures.
Ensures intra-agency coordination between finance,
accounting and program directors to
ensure efficient and reliable agency operations.
MINIMUM QUALIFICATIONS
Education: Bachelor’s
Degree from an accredited college or university in accounting, economics, finance, statistics or other related field.
Experience: Four years professional financial administration experience in the areas of budget formulation, accounting and finance. One year of this must be in a supervisory
capacity, supervising finance staff.
DESIRED OR PREFERRED QUALIFICATIONS
Our Preferred Candidate Will Have the Following
Experience preparing an annual operating budget for a State of Maryland agency.
Experience
with federal grant billing.
Working knowledge of
R*STARS (MD State Accounting System) and FMIS, MD State's Financial
Management Information System.
