Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Fiscal Services Administrator V (Director of Budget and Administration)  in their finance and Administration Unit. 


This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position serves as the Director of Budget and Administration and is responsible for developing and managing the agency’s overall budget, performing regular financial reviews of all departmental and programmatic budgets, managing all accounting and financial reporting transactions and payments, serving as the agency’s point person for all audits, and completing special projects as requested by the Assistant Secretary of Finance and Administration and the Secretary.

POSITION DUTIES

  • This position serves as the lead to ensure that all payroll transaction are processed properly and accurately. Advises the Assistant Secretary of Finance and Administration or the Secretary of fiscal and operational impact of personnel actions.
  • Serves as Legislative Auditor liaison. Coordinates audits, resolves audit issues and prepares form responses.  Develops corrective action plans and procedures to address legislative findings and recommendations. Serves as Commission’s Financial Management Information Systems Coordinator.
  • Administers Maryland Community College Optional Retirement Program.  Interprets related sections of the Annotated Code of Maryland, Code of Maryland Regulations, etc., and their impact on the program.  Makes necessary changes in policies, procedures and controls, performs audits of institutions to ensure proper reporting of employee’s salaries. 
  • Works collaboratively with MSDE liaison to maintain oversight of the agency’s facility including issues such as security, risk management, capital improvements and general maintenance. 
  • Completes annual fiscal year-end closeouts.  Ensures all financial obligations are satisfied in a timely manner, authorizes payroll disbursements, reviews and approves all procurements for appropriateness, compliance with laws and regulations and availability of funds, advises the Secretary of all financial matters related to the operation of the agency, directs the agency’s capital inventory system.
  • Reviews appeals submitted by independent certified public accountants and makes recommendations to the Assistant Secretary of Finance and Administration and/or Secretary, maintains a comprehensive knowledge of accounting methods utilized and required for private and governmental entities.  Serves as expert witness in administrative hearings and court proceedings.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree in Accounting, Finance or related field from an accredited college or university, a Bachelor’s degree from an accredited college or university with 30 credit hours in accounting and related courses, both options must be including or supplemented by 3 credit hours in auditing

Experience: Five years of experience examining, analyzing, and interpreting accounting systems, records and reports by applying generally accepted accounting principles.  Two years of experience should include the supervision of professional or paraprofessional fiscal, accounting, payroll, budget, grants, and procurement staff.

DESIRED OR PREFERRED QUALIFICATIONS

Desired Qualifications:

Preferred candidates should possess the following:

·  Experience with financial accounting (including creating financial statements and disclosures) and analysis;

·  Experience with the State of Maryland and/or State accounting systems such as R*STARS; FMIS

·  Experience supervising subordinate staff (including assignment and review of work, performance evaluation, time and leave approval, training and employee discipline methods); and,

·  Experience with Microsoft Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may b assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
