This is a Management Service position and serves at the pleasure of the Appointing Authority.

This recruitment is limited to current employees of the Budget Management Division.

Main Purpose of Job

The main purpose of this position is to provide technical assistance to the manager, and provide supervisory oversight of staff in the coordination of functions related to preparation, presentation, monitoring and execution of Local Departments of Social Services and Central Administration annual personnel and operating budgets. Additional responsibilities include the following: Participate & facilitate the implementation of the Budget Analysis & Reporting System (BARS), for the Department of Human Services. Review and certify departmental budget amendments; Oversee coordinating the automated funding of the Departmental budgets; Review federal grant requests, regulations affecting administrations and various other projects assigned by the CFO and Director of Budget Management.

POSITION DUTIES

Coordinate, set up and send budget request and appropriation monitoring data files electronically to each of the 24 Local Departments of Social Services Directors and Finance Officers, four Offices of Child Support
Enforcement and Central Program Directors to follow in preparing, submitting, and negotiating budget requests and appropriation execution.
Review and coordinate with staff to prepare files for processing through the new Budget Analysis; Reporting System (BARS) process.
Assist staff with data input, review; reporting through the new BARS system.
Prepare and provide Federal Fund and Special Fund detail for contiguous fiscal years and the Budget Request year for uploading into BARS.
Review uploaded data and prepare reports for Budget Management Director, Deputy Director and Department Leadership.
Review and adjust funding CAPs using most recent allocation data.
Coordinate and assist in funding the Budget Request and the Governor’s Allowance during different stages of Budget Development process.
Prepare, update and maintain Budget Amendment Control Schedule (BACS) to reflect the annual Budget Request, Allowance, Budget Book Appropriation to reflect all fund adjustments; inclusive of Budget Amendments, Cost Containment reductions, deficiency items and other adjustments. 
Prepare, assist and verify accuracy of all Budget Amendments to Departmental Programs in accordance with the policies and procedures established by DBM.
Prepare and set up Salary Projections for the Department by Program and monitor and update data monthly for reporting to management.
Prepare the Consolidated Aging Budget for submission to the Department of Budget and Management for inclusion as part of the Governor’s Budget Book.
Reconcile Federal and Special Fund expenditures by fund type and Catalogue of Federal Domestic Assistance (CFDA) number during the Pre-Close, Closing and Budget preparation process by Program Preparation of various reports.
Provide customer service to both internal and external customers that meet or exceed the standards set by the Department.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in  Accounting, Finance, Business Administration or another financially-related field.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.
One year of required experience must include establishing and maintaining chart of accounts; spreadsheet preparation, monitoring and dissemination.

DESIRED OR PREFERRED QUALIFICATIONS

1. One year fiscal related experience.
2. Two years of managing fiscal accounts records
3. Two years of accounting experience in private, federal or state agency.
