POSITION DUTIES

The main purpose of this position is to serve as the Fiscal Accounts Technician Supervisor for the Talbot County Department of Health (TCHD). This position provides oversight for the Fiscal Accounts Team. The position supports the Deputy Health Officer, Operations (DHOO) in the leadership of TCHD in pursuit of its mission to preserve, promote, and protect the health of all Talbot County residents. The Fiscal Accounts Tech Supervisor is a general level position and reports to the DHOO. The position supports the DHOO and TCHD by ensuring the timely and successful completion of all TCHD fiscal functions, including but not limited to banking, budgets, reporting, and audit requirements.

The Fiscal Accounts Tech Supervisor provides internal opportunities for training and mentoring on fiscal functions which impact the daily implementation of programs. The Supervisor reconciles agency accounting systems to fiscal control systems and/or develops automated spreadsheets, ledgers and reports and assists in identifying budget trends and recommending budget realignments.

The Fiscal Accounts Tech Supervisor supports the Deputy Health Officer of Operations, and other members of the executive staff team to develop and operationalize the Strategic Plan, Workforce Development Plan, Continuous Quality Improvement (CQI) Plan, and other TCHD goal setting.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience supervising and evaluating the work of subordinate staff and experience examining financial data and uploading data into a financial management information system (FMIS).
