Main Purpose of Job

To review, verifies, and distributes incoming documents to General Accounting, Payroll and Accounts Payable twice daily. Record and reconcile incoming checks for deposits on agency ledgers and fiscal control accounts. Maintain accurate data by entering and updating invoice balanced when source documents are invoiced to vendors. Accurately complete a daily check log for payments against billed invoices. Keep an accurate log of all billed invoices along with a scanned copy to the shared drive.

POSITION DUTIES

Fiscal Accounts Clerk II is responsible for retrieving the mail from the mail room twice daily. Mail pick up should be 10:30 AM and 2:30 PM. At those times the Fiscal Accounts Clerk II will retrieve all mail for Finance. Open, sort, date stamp and distribute daily mail to Payroll, General Account and Accounts Payable.

The Fiscal Accounts Clerk II will record incoming checks on the daily log along with creating a deposit ticket for the day's bank run. This involves accurately applying the breakdown of a payment to satisfy the invoice. The Fiscal Accounts Clerk II will notify the supervisor of any short or overpayments at this time. Once the deposit is made the employee then gives the daily log sheet to the Accountant for review.

The Fiscal Accounts Clerk II will maintain the Accounts Receivable Google documents sheets used by the Agency to track all open and aged invoices. This employee is responsible for accurately imputing data on the established ledger sheet. This data includes the invoice number, the amounts billed and the Vendor's name. The Fiscal Accounts Clerk II then scans all the original invoices and saves these documents to the shared drive and should mail a copy of the invoice to the vendor.

The Fiscal Accounts Clerk II will assist in deposit entries to the State Accounting website (FMIS) for 208 deposits from the various Barracks. This employee codes, records and enters the deposits tickets on a daily basis when needed. This employee will also be a back up to the monthly overtime billing. Which is this unit's main source of revenue and requires someone who pays attention to detail.

The Fiscal Accounts Clerk will file, scan the daily check logs and the 208 deposits log to the shared drive.

Performs other duties assigned by the Supervisor and the Unit Manager.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience working in a Finance Division, reviewing and verifying source documents.

2. Working in FMIS.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.

BENEFITS

 Contractual employees who work for an agency covered under the State Employees and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
