LOCATION OF POSITION

This position is available with the Department of General Services’ Business Enterprise Administration Division (BEA), located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position manages the Technology Management Office with DGS’ Business Enterprise Administration Division. The Chief Information Officer supports the mission, goals, and objectives of the Department of General Services (DGS) by providing executive management and technical direction on all aspects of information technology within DGS. The position also serves as a principal advisor to the Secretary’s Office, Executives, and Senior staff regarding the application of information technology and communications resources in accordance with the Department’s goals and objectives; works with the Assistant Secretary of Business Enterprise Administration to develop and implement policies, procedures, and standards throughout DGS, and represents DGS in official matters related to information technology.  The Chief Information Officer serves as the primary liaison between the Department of Information Technology (DOIT) and DGS.
Duties for this position include, but are not limited to:
• Direct, manage and coordinate all aspects of information technology activities according to applicable laws, rules, regulations, policies and procedures, and DGS customer service standards.
• Define the overall role of information technology in achieving DGS’ IT goals, and serve as DGS’s chief technical advisor on information technology resource management and enhancement.
• Oversee the development of DGS’s Information Technology Master Plan (ITMP) and Project Requests (ITPR).
• Manage partnerships with contractual information technology contractors.
• Work with IT personnel to establish and maintain a centralized inventory system for the Department’s hardware, software, and peripherals.
• Establish, implement, evaluate, and revise departmental information management and technology policies, procedures, and performance standards in coordination with the Assistant Secretary of BEA.
• Represent DGS at various meetings and on various commissions, and in the role of Data Officer at monthly and quarterly meetings.
• Other functions and projects as needed to accomplish the high level information technology goals and objectives for the Department.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in computer science, computer information technology, information security, cybersecurity, or related field.
Experience: Five (5) years of experience working in an information technology environment (IT) supporting IT initiatives, budgets, procurements and IT projects, including two (2) years of direct management of IT technical staff and resources.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
• Experience analyzing IT resource needs and formulating feasible recommendations regarding technology solutions.
• Ability to communicate effectively with staff, a variety of customers, and vendor representatives.
• Any of the following certifications: Project Management Professional (PMP) Certification; IT Information Library Foundations Certification (ITIL); Certified Information Systems Security Professional (CISSP), Certified Information Technology Professional (CITP), Certified Chief Information Officer (CCIO), Certified Cloud Security Professional (CCSP).
