Introduction

The Maryland
Longitudinal Data System (MLDS) Center develops and maintains a data system
that contains student data from all levels of education and workforce data in
order to provide analyses, produce relevant information, and inform choices to
improve student and workforce outcomes, while ensuring the highest standards of
system security and data privacy.

State Salary Grade 19
Salary Range: $69,159 – $111,505

Main Purpose of Job
The MLDS Center serves
the needs of the State of Maryland by developing and maintaining a data system
that contains student data from all levels of education and workforce data in
order to provide analyses, produce relevant information, and inform choices to
improve student and workforce outcomes. This position plans, designs and
develops improvements and new system applications across the entire MLDS
enterprise for database integration and data warehouse management
technology.
POSITION DUTIES
Creates detailed,
comprehensive, and well-structured test plans and test cases to perform
Qualitative Analysis of MLDS center Data.
- Designs, develops and executes manual/automation scripts using agency tools or custom code and designs and develops and executes ETL mappings using Oracle tools and Informatica cloud.
- Coordinates with other ETL developers and data analysts to ensure organized, consistent, and accurate ETL process are developed and followed.
- Develops and applies testing processes for new and existing data flows to meet MLDS center needs and performs data validation to ensure the data transformation and loading is successful and accurate.
- Works with business liaisons and create datasets needed for yearly reporting requirements and provides necessary instruction and support to external agencies on the process of extracting required data for MLDS
- Implements organized data tables and standard procedures to maintain regular dataset creation.
- Creates reports and manage meta data, especially as necessary for end users to effectively understand the system and the organization of the data structure.
- Analyzes data received from external agencies and conduct any necessary functions to transform the data to meet the business and technical needs of MLDS databases.
- Implements organized data tables and standard procedures to maintain regular dataset creation.
- Liaise with internal teams (e.g. developers and database administrators) to identify test requirements, developing test strategies and methods.
- Monitors debugging process results. Track quality assurance metrics, like open defect counts, bugs, accuracy and completeness.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s Degree from an accredited college
or university in Computer Information Technology, Management Information
Systems, Computer Science or other information technology related fields to
include course work in database management systems.
EXPERIENCE: Three years of experience designing,
developing, implementing, maintaining and controlling database management
systems for computers. Experience with qualitative data analysis and data
quality assurance is desirable.

- Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience.
- Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.
- Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.
- Candidates may substitute Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the above mentioned Education and Experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

- Knowledge of developing detailed business requirements and including identifying necessary data elements to support various business functions.
- Knowledge of Oracle tools and Informatica cloud and components of organized, consistent, and accurate ETL processes.
- Knowledge of Qualitative Data analysis and data quality assurance.
- Knowledge of the principles and practices of information systems planning, analysis, design, system developmental life cycle, programming, budgeting, operations and maintenance.
- Skill in creating, implementing, and maintaining data quality standards for databases and reports.
- Skill in preparing narrative reports and feasibility studies of information technology and business functions.
- Skill in applying inductive and deductive reasoning to reach logical solutions to data issues.
- Ability to create and maintain documentation on interagency data file transfer protocols.
- Ability to establish and maintain quality assurance standards.
- Ability to understand complex information technology principles, theories and solutions.
- Ability to communicate effectively and to establish and maintain effective working relationships with peers, users, and industry specialists.
