Main Purpose of Job

The Senior Full Stack Web Services & Development Specialist will be responsible for designing and delivering web based front-end software and connecting it to the relevant back-end server-side components and databases. The Full Stack Web Services & Development Specialist will be able to turn business requirements into full webservices software applications while making legacy code better. This position will also be knowledgeable of current events in web technologies, to help with the planning, designing, and developing new systems and or improvement of software applications. The Senior Full Stack Web Services & Development Specialist will also be working closely with the various contractor developers, technicians, database specialists and project managers who are overseeing and working on the Maryland Worker's Compensation Commission (WCC) Enterprise Modernization (EM) Project. This project will redesign WCC's IT services, workflow hardware requirements and applications as well as core-business functions within the agency. WCC' is currently relying on many legacy applications and hardware that needs to be redesigned and/or replace to more modern technology.

POSITION DUTIES

  • Design and develops improvements for the Commission's web-based functions and applications, including maintaining the organization's internal/external web services promoting strategic use of information technology, and training the workforce in utilization of new technologies
  • Translating user stories into well-designed software projects ranging from user interface design to backend servers and database requirements
  • Analyze requirements and contribute to the software and design specifications for the Enterprise Modernization Project in regard to giving expert analysis of WCC's current applications, services, workflow and backend servers' requirements and to work with the EMteam in the redesign and implementation of new software and technologies
  • Provides expert technical advice and communicate technology ideas and issues to programmers, systems analysts, help desk personnel, technicalsupport specialists, network specialists, database specialists, vendors/contractors and supervisory personnel and to departmental management regarding future directions for web-based applications
  • Advises management in matters related to designated area of specialization to maintain efficient and effective information supportfunctions by recommending solutions or alternatives to problems, new projects, and changes in objectives in consideration of factors such as availability of resources, cost effectiveness, changing manual processes to automated and/or web-based applications and overall program policies and objectives
  • Responsible for providing technical leadership to the IT Management Staff for UI and Web development tasks as well as connecting it to the relevant server-side components
  • Performs special assignments such as feasibility studies, which involve long-range planning and an understanding and evaluation of divers technical options in designated area of specialization to determine the course of current and future information technology solutions, methods, and standards.
  • Designs, develops, tests, implements, and maintains application software using new technology and best practices

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience. 

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

The following is a required qualification. Candidates MUST possess the following:

A minimum of 3 years of professional experience in ASP.NET and ASP.NET MVC (Model-View-Controller), programming languages such as C# or VB.NET, database management systems such as Microsoft SQL Server or oracle, version control systems like Git and TFS, web technologies like HTML, CSS, and JavaScript.

DESIRED OR PREFERRED QUALIFICATIONS

  • Familiarity with cloud platforms Microsoft Azure. Knowledge of deploying and managing .NET applications in a cloud environment.
  • Relevant certifications like Azure Developer Associate, Microsoft Certified: App Builder, or any other .NET-related certifications.
  • Familiarity with Agile software development practices, such as Scrum or Kanban, and the ability to work collaboratively in an Agile team environment.
  • Client-side frameworks like Angular, React, or Vue.js. Experience with front-end development and responsive design is often desired.
  • Understanding of DevOps principles and experience with continuous integration and continuous deployment (CI/CD) pipelines. Knowledge of related tools like Azure DevOps, Jenkins, or GitLab is advantageous.
