Main Purpose of Job

The QA Specialist Supervisor oversees the work of the IT Quality Assurance Specialists in ensuring quality across all Department of Juvenile Services information technology systems and services. Specifically, this position develops and recommends quality assurance plans, reviews formal and informal audit findings, determines changes to correct deficiencies, recommends major changes that impact project budget and scope and develops quality assurance standards and procedures. 

Additionally, this position develops regular reports on information technology systems and services to ensure adherence to quality assurance standards. This position uses knowledge of the Software Development Life Cycle (SDLC), agile and waterfall methodologies.

POSITION DUTIES

  • Plans, coordinates, supervises, and evaluates the work of the IT Quality Assurance Specialist in achieving short and long-term goals, training, and development goals, and completes all PEPS, timesheets, and leave requests within the required time limits. Trains IT Quality Assurance Specialists.

  • Reviews information technology services including computer operations, technical services, security services, systems, programming, data entry, and related services for adherence to quality assurance standards, procedures, and documentation requirements.

  • Reviews and approves application systems for adherence to quality assurance standards related to system design, development, testing, implementation, and maintenance.

  • Prepares documents in support of the Quality Assurance program to include standards, procedures, and guidelines.

  • Develops regular reports on information technology systems and services to ensure adherence to quality assurance standards.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, implementing and maintaining application systems and programs using generally accepted computer programming languages.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology-related field with course work in systems analysis and programming, operating systems, or information technology quality assurance for four years of the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, implementing and maintaining application systems and programs using generally accepted computer programming languages for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology-related field with course work in systems analysis and programming, operating systems or information technology quality assurance and three years of experience designing, developing, implementing and maintaining applications systems and programs using generally accepted computer programming languages for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Information Technology Management classifications or Information Technology Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Knowledge of Child, Juvenile, and Adult Management Systems (CJAMS).

  • At least two (2) years of experience planning and supervising employees’ work performance.

  • At least two (2) years of experience supervising formal audits of information technology systems and services.

  • At least two (2) years of experience developing quality assurance standards, procedures and guidelines.

  • At least two (2) years of experience reviewing and approving application systems for adherence to quality assurance standards related to system design, development, testing, implementation, and maintenance.

  • At least two (2) years of experience conducting systems testing, including regression testing, functional testing, performance testing, user acceptance testing, and integration testing.

  • At least one (1) year experience in SAFe Agile environment.
