Main Purpose of Job

The purpose of this position is to provide data management assistance to the Fishing and Boating Services Unit of the Department of Natural Resources. Duties will include: (1) development and maintenance of a centralized database architecture for project level biological information and commercial harvest reporting; (2) the coordination of data storage and retrieval for commercial harvest records, volunteer angler information, project level biological and habitat data; (3)coordination with MDNRs Information Technology Unit on commercial and recreational licensing database issues; (4) interaction with other state and federal database managers regarding fisheries biological and commercial harvest information; and (5) document processes. 

POSITION DUTIES

The purpose of this position is to provide data management infrastructure and assistance to the Fishing and Boating Services Unit of the Department of Natural Resources. Duties will include: (1) development and maintenance of centralized database architecture for project level biological information and commercial harvest reporting; (2) the coordination of data storage and retrieval of commercial harvest records, permitting, volunteer angler information, project level biological and habitat data; (3)coordination with MDNRs Information Technology Unit on commercial and recreational licensing database design; (4) interaction with other state and federal database managers regarding fisheries biological and commercial harvest information; and (5) document processes. The incumbent will work with staff to ensure database designs follow standardized naming conventions and data flow diagrams to allow for periodic maintenance and modification. The incumbent establishes security and data integrity standards by applying access policies and recovery plans to minimize data loss. The incumbent will work with electronic commercial reporting system developers regarding system requirements, new system design, and data feeds. This position makes recommendations to Fishing and Boating Program Managers regarding database security and data integrity by specifying access policies, standards, methods and parameters. In addition, the incumbent recommends methods to minimize data loss using back up routines for the database management system software and for the stored data. This position also assists fulfillment of internal and external data requests.

MINIMUM QUALIFICATIONS

Experience:  Two years of experience, designing, developing, implementing, maintaining and controlling database management systems for computers and, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems for the  of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers. 

2. Candidates may substitute two years experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for graduation from an accredited high school or possession of a high school equivalency certificate.

3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems for two years experience designing, developing, implementing, maintaining and controlling database management systems for computers for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience. 

SELECTIVE QUALIFICATIONS

The incumbent will have at least one year of customer service experience.

DESIRED OR PREFERRED QUALIFICATIONS

The incumbent will be thoroughly familiar with computer and software applications such as EXCEL, and SQL Server processing and be able to trouble shoot software problems. The ideal incumbent will have 2 years experience programming ACCESS. Familiarity with .asp, Java and HTML scripts.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.
