Main Purpose of Job

The IT .Net Senior Developer role is to plan, design and develop improvements for the Commission's web-based functions and applications, including maintaining the organization's internal/external web services and to provide expert technical advice and guidance in support of the Agency's mission.

POSITION DUTIES


Plans, designs and develops improvements for the Commission's web¬ based functions and applications, including maintaining the organizations internal/external web services promoting strategic use of information technology, and training the workforce in utilization of new technologies.
Performs in-depth analysis of various information technology alternatives to support the delivery of information, products and services via the Internet that includes electronic commerce (eCommerce) such as electronic data interchange (EDI) and automated data collection systems, web communities and social media.
Develops the structure, methodology and use for major elements of an information technology discipline for use across different types of servers, browsers and operating system to include graphic page design that effectively communicates the ideas being promoted.
Provides expert technical advice and guidance to information technology staff to programmers, systems analysts, operators, technical support specialists, network specialists, database specialists, vendors and supervisory personnel and to departmental management regarding future directions for web-based applications.
Advises management in matters related to designated area of specialization to maintain efficient and effective information support functions by recommending solutions or alternatives to problems, new projects and changes in objectives in consideration of factors such as availability of resources, cost effectiveness, changing manual processes to automated and/or web based applications and overall program policies and objectives.
Analyzes, designs and models broad projects and studies requiring critical resolution of difficult information technology issues in designated area of specialization.
Performs special assignments; such as feasibility studies, which involve long-range planning, understanding and evaluation of diverse technical options in designated area of specialization to determine the course of current and future information technology solutions, methods and standards.
Keeps abreast of the state-of-the-art (in the specific information technology discipline) by reviewing technical journals, attending technical classes, conferences and user groups and maintaining regular communication with hardware and software vendors.
Monitors the use of the particular information technology discipline in order to determine advances and changes necessary to become web based applications and/or processes.
Designs, develops, tests, implements and maintains application software.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.

4. Candidates may substitute experience on a year-for-year basis in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, for a high school education.

5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.

6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

The following is a required qualification. Candidates MUST possess the following:

A minimum of 2 years of professional experience in ASP.NET and ASP.NET MVC (Model-View-Controller), programming languages such as C# or VB.NET, database management systems such as Microsoft SQL Server or oracle, version control systems like Git and TFS, web technologies like HTML, CSS, and JavaScript.

 

DESIRED OR PREFERRED QUALIFICATIONS

  • Familiarity with cloud platforms Microsoft Azure. Knowledge of deploying and managing .NET applications in a cloud environment.
  • Relevant certifications like Azure Developer Associate, Microsoft Certified: App Builder, or any other .NET-related certifications.
  • Familiarity with Agile software development practices, such as Scrum or Kanban, and the ability to work collaboratively in an Agile team environment.
