Main Purpose of Job

This position provides immediate support and knowledge to the Information & Technology Department at the Maryland State Archives. The incumbent provides assistance in developing, testing, implementing and maintaining computer software used both internally and externally to maintain intellectual control over the Agency's electronic archival collections. The incumbent maintains designated servers and programming applications used to organize and document the programming and design area on the Information and Technology Department. The incumbent also troubleshoots and corrects stability, performance, and security. The incumbent also troubleshoots and corrects programming bugs and other issues identified in testing and production software as needed, developing software solutions and participating in software testing and migration as needed. This is a professional position that develops the tools necessary for all parties involved to access and secure a large majority of electronic data stored at the Maryland State Archives, a primary component of the mission of the Archives Under the direction of the IT Programmger Analyst, Lead/Advanced, the incumbent may also assist in providing ongoing maintenance and upgrades for all software developed by the department. This position is supervised by the Director of IT Development and does not supervise other employees.

POSITION DUTIES

  • Implementation and maintenance of computer software used to maintain intellectual control over the Agency's electronic archival collections and display information to the public

  • Design and/or re-design of computer software for internal use that maintains intellectual control over the Agency's electronic archival collections

  • Meets with upper-level management, vendors, systems users and other data processing staff to discuss and resolve computer software and issues, including system performance, utilization, capacity, and disaster recovery planning

  • Monitors general condition of archival holdings including condition of records and art objects, environmental conditions, physical plant status and conditions; appropriately maintains area, takes appropriate corrective action and/or reports issues to higher level staff for corrective action

MINIMUM QUALIFICATIONS

Experience: Four years and six months of experience, six months of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.

4. Candidates may substitute additional experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and six months of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience resolving database problems and issues, including system performance, utilization, capacity, and disaster recovery planning in accordance with Archives' Information System Management guidelines

  • Experience working with electronic archival records

LIMITATIONS ON SELECTION

This recruitment is limited to MD State Archive employees only.
