Main Purpose of Job
To conduct audits and compliance inspections within the
Department, or on outside agencies as directed by the Secretary, according to
established audit standards and guidelines.
Assist the Internal Auditor Program Supervisor with conducting research
and analysis for corrective actions to be taken on each finding of
non-compliance in an Office of Legislative Auditors (OLA) audit. In addition, assist the Internal Auditor
Program Supervisor with the day to day operation of the Inspection and
Compliance division.
POSITION DUTIES
Duties include but are
not limited to:
- Performs financial and operational internal audits that include elements for finance and compliance, economy and efficiency and program results;
- Performs audit tests and identifies material exceptions to generally accepted accounting principles and material non-compliance with applicable laws, regulations, procedures and policies;
- Reviews and analyzes financial and operational transactions, ensures accuracy, consistency, and completeness when documenting, recording and reporting facts;
- Conducts or participates in discussions with personnel to verify facts and obtain explanations of and reasons for apparent deficiencies;
- Prepares tables and charts, financial summaries, schedules, workflow charts, staffing patterns and other charts and/or reports;
- Evaluates he adequacy and effectiveness of internal controls;
- Prepares work papers to document audit findings;
- Recommends means to correct unsatisfactory conditions and to improve operations;
- Conducts post audits to determine if corrective action has been taken;
- Performs special audits and investigations;
- Assists in planning audit methods and tests to be carried out; and
- Performs other duties as assigned by the Internal Auditor Program Supervisor
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: One year of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.
Notes:
1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for the required experience.
3. Candidates may substitute one year of professional accounting experience for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- 2+ years of auditing experience
- Government auditing experience (preferably State of MD)

SPECIAL REQUIREMENTS
In accordance with
Section 2-204(b)(6) of the Public Safety Article, candidates for position in
this classification will be subject to an initial drug screening and a complete
criminal background investigation to include a polygraph examination before
permanent appointment can be made. A criminal conviction may be grounds for
rejection of the candidate.
SELECTION PROCESS
Only candidates who meet
the minimum qualifications will be considered for this classification.
Therefore, it is essential that you provide complete and accurate information
on your application. Successful candidates will be placed on the Eligible List
categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain
eligible for consideration for at least one year from the date of examination.
The list will be used by the hiring manager to select employees. The list will
be valid for one year.

The examination will
consist of a rating of your education, training and experience related to the
requirements of the position. You may be required to complete a qualifications
supplement, or the rating may be based on your application. Report all
experience and education that is related to this position.
