Main Purpose of Job

The main purpose for this position is to interpret the Nurse Practice Act and other applicable statutes and regulations and researching best evidence to assist all stakeholders in meeting the Maryland Board of Nursing's mission to protect the public by promoting safe practice. The Director of Legislative Affairs conducts nursing research and makes recommendations to the Board on statutory and regulatory changes. Nursing practice in this document refers to all areas of practice for disciplines regulated by MBON. This position requires preparing or assisting in the preparation of reports to the General Assembly and the Governor on Board practices and data. This position requires oversight of the Manager of Nursing Practice, Health Policy Analysts, and any other position as assigned by the Executive Director. 

This position is a hybrid position; 60% in office and 40% telework which is subject to change.

POSITION DUTIES

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
- Experience with legal research 
- Experience with healthcare legislation and policy 
- Experience developing and implementing legislative strategies 
- Experience developing and managing governmental relationships 
- Strong knowledge of state and local government legislative processes

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
