LOCATION OF POSITION

7800 Harkins Road, Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro Stop. 

POSITION DUTIES

The Energy Loan Underwriter evaluates requests for energy-efficiency financing projects. This includes requesting, securing, and tracking needed documentation from applicants and contractors; processing and reviewing applicant financial and credit risk analysis; issuing Pre-Approval and Decline letters, commitments, and other correspondence; closing loans; determining compliance with regulations and guidelines, and assisting in preparing monthly and annual reports on the status of financing programs.

Monitor CDA projects to ensure compliance with Federal and State Laws and Regulations. For example, the Fair Housing Act, the Davis Bacon Act and/or the Annotated Code of Maryland (COMAR). Assist in data analysis and reporting. Data analysis will include evaluating program performance metrics, identifying trends in their cause, and using data to support potential program changes. Also assist in developing program regulation policies and operational guidelines. Finally, assist in revising and updating policy and procedures manuals as required to reflect the impact of policy changes on Energy Program operations.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and three years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry  classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience processing or underwriting single family or consumer loans.
  • Experience with customer service with internal and external customers.
  • Experience utilizing loan origination or loan processing software.
