Introduction

This is an INTERNAL RECRUITMENT restricted to current full-time, permanent and contractual Maryland State Police Employees only and full-time employees working with the Maryland State Police by contract.

Main Purpose of Job

The purpose of this position is to identify, track, direct and fulfill diverse human resource needs of the Maryland State police by efficiently and effectively recruiting and processing qualified applicants into sworn positions.

POSITION DUTIES

Screen incoming applications in order to identify disqualifying factors which would preclude further consideration for appointment as Trooper. Review, approve or reject applications based upon competitiveness and Maryland Police Training Commission standards.

Track competitiveness of all applicants for a conditional offer of employment and through-out the hiring process.

Determine what follow-up is required and address incomplete phases in the recruitment and selection process.

Compile comprehensive written records of all tested applicants to determine those applicants which receive continued consideration for employment. Monitor all levels of the application process and brief the Section Commander daily.

Evaluate all test results to identify when failure criteria is met and ensure appropriate follow-up procedures are implemented upon that determination.

Assign Trooper applications to recruiters to process based on region.

Coordinate with the MSP Medical Division, and the Commercial Vehicle Enforcement Division during the processing of Trooper and Cadet applicant processing.

Utilizes MS Software products to administer the recruiting process.

Other duties as assigned by Command or Management personnel.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience, at least one year must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

1. Candidates may substitute one additional year of paraprofessional personnel experience as defined above for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience with JobAps as a recruitment tool.

2. Experience with the State of Maryland employment process to include the recruitment and selection of candidates.

3. Experience utilizing MS software products in administering the recruitment process.

4. Experience reviewing, screening and tracking a large number of employment applications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

 

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
