Main Purpose of Job

The main purpose of this full-time contractual position is to provide data collection and analysis support to the Surveillance and Evaluation team, within the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Tobacco Prevention and Control (CTPC). This position will also be responsible for analyzing data through the usage of statistical analysis software, such as SAS, ArcGIS, and Microsoft Excel. Additionally, this position will conduct data quality checks, summarize findings, and interpret data for both professional and lay audiences, while also presenting data findings in various capacities.

Furthermore, this position will prepare data products and visualizations, including consumer-friendly fact sheets or infographics. This position will also be responsible for the dissemination of findings, by request, in order to support public health efforts related to tobacco, cannabis and other health-related topics and projects. Finally, this position will assist with the writing of State and/or federally-required reports.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience using statistical analysis software, such as SAS, ArcGIS, and Microsoft Excel, to collect and/or analyze data. The desired candidate should also have experience conducting data quality checks, as well as experience preparing data products and visualizations, including consumer-friendly fact sheets or infographics.  

Additionally, the desired candidate should have professional experience managing or contributing to tobacco and/or cannabis-related projects. Finally, the desired candidate should have experience writing State and/or federally-required reports.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
