Main Purpose of Job

The Center for MADAP (Maryland AIDS Drug Assistance Program) is the service unit within the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)’s Infectious Disease Prevention and Health Services Bureau (IDPHSB). The Center’s programs provide essential HIV medication, insurance premium assistance, and HIV wrap-around services to eligible Marylanders with HIV/AIDS. MADAP provides access to medications for eligible people who are living with HIV/AIDS. MADAP Plus assists clients by paying their health insurance premiums, thus providing access to inpatient and outpatient health care, as well as to prescription coverage.

The main purpose of this full-time contractual position is to be responsible for quality-related projects and programs, in order to ensure MADAP program compliance with State and federal regulations, as well as with internal policy and procedures. Specifically, this position will conduct case reviews and provide appropriate follow-up. In collaboration with the Quality Assurance Supervisor and Deputy Chief of Quality, this position will maintain a working knowledge of standard operating procedures and State and federal regulations, with the purpose of improving the qualities of the MADAP Program and administrative processes.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Industrial Engineering; Business Administration; Public Administration; Operations Research; or, Management Systems Analysis classifications, or specialty codes in the Management Analysis field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience working in a public health program, including performing audits of operations and/or ensuring accuracy of data entry. The desired candidate should also have data entry experience, as well as experience gathering, assembling and analyzing facts, in order to draw conclusions and devise solutions.

Additionally, the desired candidate should have professional experience using Microsoft Office programs, including Word, Excel, and PowerPoint, along with professional experience using the Adobe computer software. Furthermore, the desired candidate should have experience maintaining organized files in electronic and paper format.

Finally, the desired candidate should have an understanding of health insurance plans, including prescription, vision, and dental.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
