Main Purpose of Job

This position is the special assistant to the Chief of the Division of Recoveries and Financial Services within the Office of Finance, and this position assists the Chief of the Division of Recoveries and Financial Services (DRAFS) in overseeing all Accounting, personnel, recoveries, administrative duties and special projects, overall assisting in the direction of the daily operation of DRAFS. This position oversees many different areas affecting daily operations within DRAFS, including Human Resources, procurement, audit liaison, and approval of invoices. This position has significant oversight over the daily financial operations of DRAFS. This position signs off on all invoices, including the invoices for the Third Party Liability (TPL) vendor and is a point of contact for the vendor. The contract with the TPL vendor is worth over $1 million a year. In addition, this position oversees and trains Medical Care Program Associates and supervises front line support staff in the Estates, Liens & Trusts Unit to ensure timely filings of claims against estates, oversee the operations of the unit, and serve as a liaison between management, staff, public, and private agencies.

This position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the Appointing Authority.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience handling multiple tasks efficiently 
  • Experience using MMIS and FMIS 
  • Experience using Acrobat and Google Workspace 
  • Experience using Microsoft Word, Excel, and PowerPoint 
  • Supervisory experience
  • Strong time management, problem solving, communication, and organizational skills 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
