POSITION DUTIES

This position is a key member of the Comptroller’s Government Affairs team and is responsible for evaluating and preparing materials summarizing how proposed legislative, policy, and regulatory changes would impact the agency and its core tax, accounting, and other functions. 

This position will lead the agency’s review process amongst internal stakeholders and provide recommendations for agency responses to legislative, policy, and regulatory proposals. A key aspect of this position will be coordinating regular conversations and meetings with subject-matter-experts throughout the agency, including the legal division, to help ensure accurate and timely information is available to key stakeholders and decision makers. 

This position will also collaborate with internal stakeholders to develop materials (policy briefings, forms, and training videos) to educate internal and external stakeholders about legal and regulatory changes that impact the agency. This position will become an expert in the operations of the agency. 

This position will primarily be internal facing with occasional external engagement with lawmakers, stakeholders, advocates, and professional associations required.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
 ** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.

DESIRED OR PREFERRED QUALIFICATIONS

  • A Bachelor's degree from an accredited college or university.  
  • Five years of professional experience. At least one year of this experience should involve experience with tax law or policy issues.
  • Outside of Government Affairs, this position will work closest with the legal division of the agency so a law degree is a preferred qualification, ideally with experience with the tax code.
  • Excellent written and oral communication skills
  • The ability to professionally interact with stakeholders from different backgrounds
  • The ability to work under fast deadlines and quick turnaround times
  • This position may be required to work overtime on evenings and weekends, especially during the Legislative Session (January-April).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
