Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position functions as an Associate Director within Finance & Administrative Services. The position acts as the Chief Procurement Officer for the Maryland Department of Natural Resources (DNR).

As the Chief Procurement Officer for DNR, this position manages the procurement process to ensure DNR and its employees comply with Code of Maryland Regulations (COMAR) Title 21 and the Annotated Code of Maryland. This position has the primary responsibility to provide guidance and assistance, and perform or coordinate training, for all staff involved in procurements throughout the agency, serving as a cross-functional lead to ensure timeliness and accuracy for all procurement activities including eMMA and ADPICS transactions and data. 

This position is responsible for the accurate functioning of the DNR Corporate Purchasing Card (CPC) program. 

This position is responsible for the timely submission of all MBE reports required by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA), and coordinates the DNR presence at business fairs. This position acts as a liaison to the Board of Public Works for procurement actions. The incumbent guides, advises, and assists DNR Units in preparing for Board Meetings and may attend Board Meetings for purposes of testimony about procurement procedures and standards of solicitations on behalf of the DNR. 

This position is responsible for attending statewide procurement-related meetings, at times serving as DNR’s representative on the Statewide Senior Procurement Advisory Group (SPAG), and also ensures SPAG attendance is available for all DNR staff involved in procurements. 

This position manages the ADPICS security function for all DNR employees, including the performance and monitoring of updates and terminations. 

This position logs, tracks, and coordinates the receipt of all donations to DNR, ensuring all Department of Budget and Management procedures are followed.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s Degree from an accredited college or university is required.

Experience: At least five years of experience in government procurement or contract management with progressively increasing responsibilities resulting in acquired knowledge in the areas of procurement and contract management, purchase order management including year-end close-out, change orders, and the ability to coordinate, clearly explain requirements, and offer assistance to procurement staff.  A minimum of two years of supervisory experience is required.    

Notes: 
1. Candidates may substitute certification as a Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for up to one year of the required education. 
2. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience for up to one year of the required experience.  
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education, for up to two years of the required education or required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong organizational, administrative, and supervisory skills in the procurement operations of a state organization.  
  • Strong training and communication skills to guide procurement staff throughout DNR.   
  • Knowledge of COMAR 21 and other Maryland State procurement laws, regulations, policies, and procedures. 
  • Comprehensive knowledge of the procurement systems eMMA and ADPICS.  
  • Proof of CPPO (Certified Public Purchasing Officer) or CMPO (Certified Maryland Procurement Officer) certification or certification in progress.   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
