POSITION DUTIES

The Maryland Department of Public Safety and Correctional Services (DPSCS) is seeking to fill positions for Procurement Officer I. This is the intermediate level of professional work in a centralized procurement office. The right candidate will oversee purchasing activities that are necessary to meet the operational needs of the Department and also ensure that procurements are conducted and performed in accordance with the State Finance and Procurement Articles, the State Code of Maryland (COMAR) Regulation Title 21, and internal control procedures. 


Procurement Officer I responsibilities include, but are not limited to: 

  • Procuring equipment, commodities, services, information technology equipment/services for the Department of Public Safety and Correctional Services.
  • Prepares solicitations and determines the most appropriate procurement method to use
  • Researches Sets socio-economic policy 
  • Conducts market research and develops contract specifications (including performance and acceptance standards, minimum qualifications of bidders, and payment terms)
  • Conducts pre-bid conferences with potential vendors and evaluates bids for vendor responsiveness and responsibility
  • Develops and prepares written procurement determinations per regulatory requirements for sole source procurements, emergency procurements, single bids, and rejected bids. 
  • Review and purchase and/or assign Small Procurement Category I purchases to a Corporate Purchasing Card (CPC) holder
  • Initiates and inputs purchase orders, change orders, modifications, and contract releases through the Financial Management Information System (FMIS) 
  • For certain solicitations, manages solicitations and contract awards through the eMaryland Marketplace Advantage (eMMA)
  • Interprets laws, policies and regulations that affect requisitions and purchase order processing

Employees in this classification do not supervise other positions, but they do receive moderate supervision from a Procurement Manager I or other designated administrator. 


MINIMUM QUALIFICATIONS

                                                     Procurement Officer I- Option 1

Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

                                                     Procurement Officer I- Option 2

Experience: Five years of experience, one year of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and one year of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required  experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications:


  1. Experience performing procurement functions within the public sector (i.e., local, state or federal government)
  2. Knowledge of Maryland State Procurement law, regulations, policies and procedures. 
  3. Experience using Maryland's Financial Management Information System (FMIS)
  4. Experience using Maryland’s eMaryland Marketplace Advantage (eMMA)
  5. One or more of the following certifications: Certified Public Manager from the National Association of Purchasing Management, Certified Professional Contracts Manager
  6. from the National Contract Management Association, Certified Public Purchasing Officer or Certified Professional Buyer from the Universal Public Purchasing Certification
  7. Council (National Institute of Governmental Purchasing, Inc or National Association of State Purchasing Officers).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
