Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

To support the Agency in the accomplishment of its mission by performing activities necessary to insure the Agency’s compliance with the State’s Minority Business Enterprise (“MBE”) and Small Business Reserve (“SBR”) Programs in accordance with COMAR 21.11.03 and 21.11.01.06, respectively, Agency policies and procedures, and all other applicable MBE and SBR related guidelines.

POSITION DUTIES

Assist departments with the preparation of specifications for needed items and review specifications submitted to the Procurement unit for accuracy and completeness
Determine Category and method of Procurement to be used, to include SBR 
Prepare solicitation, determine required due date for bid or proposal
Publish solicitation on eMMA, and also direct solicitation if appropriate
Prepare responses to vendor questions
Receive bids on eMMA and review for responsiveness 
Submit bid results to Director of Procurement with recommendation for contract award
Prepare Purchase Order, Submit to Director of Procurement for approval, and send to successful bidder/contractor
Post awards on eMMA
Review product samples/proofs submitted by contractors and issue approval/rejection notice 
Monitor receipt of items to insure timely delivery and compliance with specifications in accordance with Purchase Order
Follow-up on contract compliance issues and advise Director of Procurement of discrepancies
Prepare documents and correspondence as necessary for the management and completion of procurement projects
Assist with planning and coordination with DGS/DBM, as necessary and requested by Director of Procurement, for procurements which exceed the Agency’s delegation of authority 
Recommend the establishment of Blanket Purchase Orders (“BPO”) for standard, recurring items or services; Maintain tracking file for expirations; Submit timely renewals for BPOs

MINIMUM QUALIFICATIONS

Experience:  Four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications

  • Prior procurement, MBE, and SBR experience.
  • Experience with bids and preparing purchase orders. 
  • Strong comprehension and writing skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification must obtain possess a certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
