Main Purpose of Job

This position will lead diabetes efforts in the State of Maryland for the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Chronic Disease Prevention and Control (CCDPC). This position will develop strategic diabetes prevention and management activities with State partners and health systems, as well as with Information Technology (IT) and community organizations, in order to implement high-level systems changes which ensure the improvement of diabetes outcomes in Maryland through the usage of referrals and communication.

This position will also evaluate, analyze, research, and develop policies and programs which address chronic disease burden, thereby aligning diabetes efforts with those across the State of Maryland. Finally, this position will manage the budgets and work plans for multiple diabetes projects, along with components of larger CDC-funded grants.

This position will supervise the Diabetes Coordinator and lead two (2) contractual Community Health Educator III positions.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.  

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional public health experience, particularly with diabetes, including promotional work. The desired candidate should also have supervisory experience, as well as professional experience preparing reports, position papers, fiscal notes, and/or other documents for various internal and external stakeholder groups, including legislative committees.

Additionally, the desired candidate should have a Master's degree in Public Health, Health Care Administration, and/or Health Education.
