Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Tobacco Prevention and Control (CTPC) oversees comprehensive Statewide tobacco control programs in order to reduce tobacco use initiation. Such tobacco control programs are also designed to help those who use tobacco to quit, as well as to reduce residents' exposure to secondhand smoke and achieve health equity by eliminating health disparities. CTPC bases its program infrastructure on the best practice recommendations from the Center for Disease Control and Prevention (CDC), Office on Smoking and Health. CTPC has over 20 professional staff members and budgets of over $22 million.

The main purpose of this full-time contractual position is to assist with developing and expanding a new Health Equity Branch (HEB) within the CTPC, in order to specifically target commercial tobacco use disparities and advance health equity. This position will oversee and direct the planning, development, implementation, promotion, and evaluation of Statewide community-based health equity programs and initiatives. This position will also collaborate with other teams within the Center to expand and integrate programs which target the elimination of commercial tobacco-related inequities. 

Additionally, this position will develop, implement and coordinate educational activities for Center staff members and other external partners. This position will lead and design programs and initiatives which build stakeholder capacity; provide technical assistance and training; and, assist with the development of standardized programmatic tools used to support performance accountability and advance health equity in all CTPC Center programs. This position will also directly supervise a Community Health Educator III, with the potential to add additional staff support within the Branch as the program grows. 

Furthermore, this position will make recommendations to senior staff members which will support the enhancement of the Branch's operations and structure. This position will work closely with both the Program Manager of Public Health Initiatives Integration and the Director for the Center, as well as with the Center’s Program Manager of Operations, Lead Epidemiologist, and Evaluator, to provide programmatic recommendations. This position will also work in tandem with other Center Chiefs to provide subject matter expertise; support strategic planning and funding efforts; and, ensure that commercial tobacco-related health inequities are addressed within the Center’s funded programs and initiatives through the usage of a health equity lens. 

Finally, this position will identify and spearhead the development of new program-funded initiatives, while working to advance system changes which specifically address any negative impacts of social determinants of health, with special attention and emphasis on disproportionate impacts of commercial tobacco usage. This position will support any additional Administration or Bureau level needs, in relation to the integration of health equity into programs and initiatives, as deemed necessary.

MINIMUM QUALIFICATIONS

Education: A Master’s degree from an accredited college or university in Public Health Education, Community Health Education, or Health Science.

Experience: Three years of experience in planning, developing, implementing, promoting, and evaluating public health education programs, including one year of experience managing community health education projects, and one year of experience at the supervisory level of planning, developing, implementing, promoting, and evaluating community health educational work.

Notes: 

1. Candidates may substitute a Doctorate degree from an accredited college or university in Public Health, Public Health Education, Community Health Education, Health Science, or Public Health Policy; one year of experience managing community health education projects; and, one year of experience at the supervisory level of planning, developing, implementing, promoting, and evaluating community health education work, for the required education and experience.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science; four years of experience planning, developing, implementing, promoting, and evaluating health education projects, including one year of experience managing community health education projects; and, one year of experience at the supervisory level of planning, developing, implementing, promoting, and evaluating community health education work, for the required education and experience.

3. Candidates may substitute a Bachelor’s degree from an accredited college or university, with a minimum of 18 credit hours in Public Health, Community Health Education, Health Science, or related behavioral science, and five years of experience planning, developing, implementing, and promoting health education projects, including one year of experience managing community health education projects, and one year of experience at the supervisory level of planning, developing, implementing, promoting, and evaluating community health education work, for the required education and experience. 

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a Commissioned Officer in Health Educator and Community Health classifications, or Health Educator and Community Health specialty codes in the Public Health field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience directing, planning and implementing health equity-focused programs. Additionally, the desired candidate should have procurement experience, including issuing contracts, grants and other agency agreements. 

Furthermore, the desired candidate should have experience managing and tracking program budgets and invoices. Finally, the desired candidate should have professional experience in tobacco control or a closely related field, along with professional experience in community capacity building.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
