LOCATION OF POSITION

Main Purpose of Job

The essential duty of this position is conducting audits of Maryland Regulated Firearms Dealers (RFDs)to ensure that:


All licenses are valid, correct and properly displayed at each licensee's place of business. 

 

Files pertaining to the sale of regulated firearms are properly maintained in alphabetical or chronological order by date of transfer and maintained for three (3) years.

 

All applications have been forwarded to the Firearms Registration Section (FRS) within seven (7) days of the completed transactions.

 

All applications pertaining to incomplete sales have been returned to FRS within 90 days of the 'Not Disapproved' date.

 

All state laws concerning the sale or transfer of regulated firearms are being applied to every application, transfer or sale.

 

The provisions of the Responsible Gun Safety Act of 2000 are being complied with.

POSITION DUTIES

Performing the field portion of RFD audits to include:


Travel to and from dealer locations

Reviewing dealer inventory for banned firearms, reviewing dealer inventory and discussing banned items with dealers (bump stocks, binary triggers, ghost guns, hi-capacity magazines, etc.)

 

Conducting a review of the dealer’s inventory and comparing selected firearms to the Acquisitions & Dispositions (A & D) book.

 

Reviewing and researching Delinquent 77R Application status and Expired 77R Application Status.


Researching the different 77R Application types (Secondary Sales, Gifts, Inheritances, Voluntary Registrations, Law Enforcement Sales, Dealer Sales, Dealer Discounts, etc.) to determine if the transaction was processed correctly by comparing the information on the 77R Application to the ATF Form 4473 and the dealer’s A & D Book (Applicant name and descriptive information, NCIS Number, Firearm Information, 77R Application Forward Date, Firearm Transfer Date, etc.)

 

Reviewing all 77R Applications submitted by dealer that are pending the 7-day background check process to ensure the information is correct by comparing the information on the 77R Application to the ATF Form 4473 and the dealer’s A&D Book (Applicant Name and descriptive information, Firearm Information, 77R Application Forward Date , etc.) to ensure the ATF Form 4473 and MSP 77R Application are correctly completed the firearm is physically present and the correct information is in the dealer’s A&D book, conducting a required Security Compliance Requirements check to determine if the dealer is currently in compliance with the Maryland Security Compliance Requirements.  

 

Performing targeted audits on dealers in response to prior audits where issues or concerns were discovered, complaints about the dealer was received, or follow-up was required from dealer errors.

 

Conducting follow-up assessments to dealers after burglaries, attempted burglaries, break-ins, etc. to ensure the dealer is still in compliance with the Maryland Security Compliance Requirements.


Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

 

Experience: One year of administrative staff or professional work.

 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications.


Preferred Qualifications:

1. Experience in conducting audits of any nature

 

2. Familiar with the process of firearm purchases and the firearm transfer laws for the State of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification.  Therefore, it is essential that you provide complete and accurate information on your application.  Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one (1) year from the date of examination.  The list will be used by the hiring agency to select employees.  

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application.  Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing
