Main Purpose of Job

The DJS Office of Equity and Inclusion (OEI) leads the planning, coordination, implementation, and monitoring of strategies to increase efficacy and equity of DJS policies and practices, such as the Juvenile Detention Alternatives Initiative (JDAI), the DJS Racial Equity and Inclusion Framework, and promotion of victim, youth and family engagement through inclusive and restorative justice approaches within the Department and among its public agency partners. 

The Restorative Justice Specialist is a non-supervisory position in the Office of Equity and Inclusion. The position provides program and functional support for community and grassroots organizations and practitioners providing restorative justice support to youth, their families, victims and communities affected by juvenile crime. The Restorative Justice Specialist participates in the planning and implementation of equity and reform activities, including in-service training, community and partner presentations, policy review and data analyses, and tracking project milestones and completion of tasks. 

The Restorative Justice Specialist has a strong skill set in oral and written communications, creating and delivering training content to a diverse audience of staff and clients; building and sustaining partnerships across agency units and within served communities; and ability to self-direct in the monitoring of change management goals and objective of the agency. The position requires moderate travel in and out-of-state to community programs, juvenile residential facilities, and special training events. This person also works in partnership with regional Intake Offices to structure and monitor referral processes that ensure efficient and timely services to referred clients. The person in this position also manages a number of general office functions, supports other equity-based programs of the unit, and works with the Deputy Director to promote restorative justice practices statewide through training and presentations. This position receives general supervision from the Deputy Director or other designated administrator and supervises no other agency employees.

POSITION DUTIES

PROGRAM COORDINATION AND COLLABORATION

  • Coordinates, implements, monitors and evaluates restorative justice programs through collaboration with identified community-based and grassroots organizations and practitioners;
  • Interprets policy and procedure and provides administrative expertise and direction to community, institutional and court services supervisors and managers;
  • Plans, develops, recommends, and oversees the implementation of restorative justice practice standards, techniques, procedures and methods to improve the effective delivery of services to youth, families, victims and communities affected by juvenile crime.

TRAINING AND EDUCATION

  • Plan and conduct staff training and learning opportunities for restorative practices;
  • Plan and conduct community and stakeholder education on restorative practices;
  • Create and update program materials for clients, victims and referring staff.

MONITORING AND REPORTING

  • Collect and enter data about cases, clients and victims served, and other pertinent information related to case referrals, interventions utilized and outcomes;
  • Provide routine (quarterly) written summaries on the uses and outcomes of restorative practices, barriers to implementation and resource needs;
  • Assist in writing updates for the court as requested on restorative intervention used and outcomes.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four year college or university.

Experience: Three years of experience providing case management or resource specialist services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

Notes:

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences from an accredited college or university for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience delivering training content to a diverse audience of staff and clients.

  • Experience in the planning and implementation of equity and reform activities.

  • Experience partnering and/or collaborating with community organizations.

  • Experience participating in the development of programming and/or monitoring/assessing the efficacy of services.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
