LOCATION OF POSITION

This position is with the Maryland Department of General Services’ Office of Energy and Sustainability, located at 301 West Preston Street, Baltimore, MD 21201

Main Purpose of Job

The Electric Vehicle (EV) Program Analyst will provide program support under the overall direction of the Chief of Sustainability working closely with the EV Program Coordinator and EV Project Manager coordinating the installation of all EV infrastructure.

POSITION DUTIES

Duties for this position include but are not limited to:

  • Data Collection, Analysis & Reporting: Track and report key metrics for the EV Infrastructure Program such as totaling completed projects and installed EV charging ports, projects planned, and projects in various stages of design and construction. Support mandatory reporting requirements by producing data updates at least monthly, and other required reports throughout the year. Present data to stakeholders in monthly meetings and provide data for internal and external communications upon request. Track data in EV charging station network portals producing regular status reports on station usage and maintaining an online map of commissioned EV charging stations at State facilities.
  • Maintenance Tracking & Resolution: Track all State-owned networked charging stations through login data portals to identify when stations are offline or having issues. Create and maintain assets in eMaintenance tracking and coordinating preventive maintenance and any needed repairs.
  • Project Development Support: Communicate with agencies to collect data related to potential EV charging locations to support the ongoing construction planning process. Work with agency building and fleet staff to determine agency space and fleet needs that will inform EV charging projects identify site contacts. 
  • Legal Agreement Coordination: Coordinate with agencies, legal, and real estate on legal agreements related to EV charging equipment.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Experience tracking data and capturing and reporting metrics for a program or initiative.
  • Associate's or Bachelor's degree in Environmental Science, Public Policy or a related field.
  • Experience working on fleet, energy savings, or other sustainability projects or programs is strongly preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
