Main Purpose of Job

The main purpose of this full-time contractual position is to lead and develop projects for the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Office of Oral Health (OOH). These projects will be supported by funding from the Health Resources and Services Administration (HRSA).

This position will perform data review and analysis, as well as manage programs and/or projects, including the maintenance of project work plans and reports. This position will also provide assistance with program evaluation activities, including conducting program assessments and analyzing and/or identifying specific concerns or conditions of relevance and importance to the mission and activities of PHPA, particularly the OOH. 

Additionally, this position will act as the primary liaison between the OOH and HRSA as it relates to all existing grant-­related communications, including all required reporting, calls and/or site visits. Furthermore, this position will oversee and support a variety of program development activities for the OOH, including the coordination of all HRSA projects. 

Finally, this position will provide leadership for special projects, such as preparing decision papers related to the funding of programs for use in briefings; researching, evaluating and recommending potential funding opportunities to management; and, leading the development of grant proposals. This position will provide assistance with establishing and maintaining strategic relationships with key local, State, and national firms.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or, overseeing or coordinating unit operations; or, functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the Public Health field, including Oral Health. The desired candidate should also have a Master's degree in Public Health or a related field.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
