Introduction
Alcohol, Tobacco, and Cannabis Commission (ATCC) is tasked with
supporting the Maryland Cannabis Administration (MCA) in the regulation of the
medical and retail cannabis industries, as well as the regulation of the
alcohol and tobacco industries, in Maryland. The mission of the ATCC is to
advance public safety, support economic growth, and reduce public harm by
promoting the responsible sale and consumption of alcohol, tobacco, and
cannabis products through consistent administration and enforcement of laws and
regulations, as well as the strategic integration of process management,
functional expertise, and the study of operations and administration of similar
laws in other states and countries.
The mission of the Field Enforcement Division of the ATCC is to
protect consumers from illicit alcohol, tobacco, and cannabis products entering
the marketplace as well as ensuring state revenues are protected. The Field
Enforcement Division provides guidance to the alcoholic beverage and tobacco
industries through a program of inspection, education, and enforcement to
ensure compliance with state laws and regulations. The Field Enforcement Division strives to
maximize a culture of compliance with the alcohol, tobacco and cannabis laws
and regulations of the state by being adaptable to statutory changes and
product evolution, employing modern technology, and advancing state-wide
consistency in enforcement.

Main Purpose of Job
POSITION DUTIES
Develop internal and external policy-focused
communications and provide support and analysis related to policy and
government relations and ATCC leadership
- Collect, analyze, draft, and prepare materials for
legislatively mandated reports, including but not limited to studies
related to cannabis regulation and enforcement, and tobacco and alcohol
licensing, regulation, and industry practices.
- Conduct legal, policy, and legislative research on alcohol,
tobacco, and cannabis laws in Maryland and across the United States.
- Monitor and track activities of alcohol, tobacco, and
cannabis related workgroups and industry groups throughout the state.
- Monitor and track regulatory submissions drafted by the Legal
and Legislative Division. Facilitate communications and updates needed
throughout the rulemaking process. Triage and disseminate as directed.
- Support the Director and Assistant
Director of the Legal and Legislative Division during Legislative Session
by:
- Conducting research and drafting
materials as needed.
- Tracking relevant bills, hearing schedules, testimony
submission deadlines.
- Providing daily updates on upcoming hearings, bills,
deadlines, etc. during the legislative session to leadership.
- Communicating with policy makers in preparation for
legislative drafting or hearing presentations.
- Drafting papers and reports that detail policy positions of
the ATCC
- Performs other related duties concerning this job duty, as
necessary
Review and assist with ensuring policy
and regulatory requirements are adhered to and prepare and provide assistance
with programs and policies that support ATCC functionality
- Review existing procedures and processes and offer solutions for streamlining, synthesizing, and process improvement for enforcement and regulatory operations of the OED.
- Provide oversight of and develop appropriate systems for unlicensed cannabis industry enforcement, and other operating procedures for alignment and adherence to Maryland policy and regulations.
- Develop, recommend, and draft proposals for new standards, methods of operation and new technology to accomplish the mission of the agency.
- Review and assist with approval process for other industry-focused training programs, policies, and regulations, to include the Maryland alcohol awareness program and instructor certifications.
- Performs other related duties concerning this job duty, as necessary.
Policy presentations and guidance
- Assist members of the ATCC’s trade practice’s bureau to
identify and develop effective regulations and published guidance related
to alcohol and tobacco industry practices.
- Draft and provide instructive materials and prepare
presentations of policy, practice, and academic study for the appointed
ATCC commission members for use during public meetings.
- Performs other related duties concerning this job duty, as necessary
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- A master’s or other graduate degree in Public Policy, Public Administration, or a related field.
- Experience researching, analyzing, and developing policy for government agencies or private sector organizations, including measuring the effectiveness of those policies and their impact on commercial markets, public health, or on equity and opportunity for members of a community.
- Proficiency with research tools and techniques, with the ability to identify and evaluate sources of data and information across a broad range of fields, ranging from statues and legal materials in other States and territories, to commercial business practices, or public health statistics.
- The ability to complete sound research and communicate information or proposed policies in clear written reports, data visualizations, or other kinds of presentation media; and to adapt that material to be understood by people at all levels of experience in the subject matter.

by a foreign credential evaluation will be required prior to hire. The
resulting certified eligible list for this recruitment may be used for similar
