Main Purpose of Job

This position provides oversight, funding, and overall direction regarding the development and maintenance of statewide, integrated treatment services and prevention and treatment services to all the citizens of Maryland. This position plays an essential role in assuring the regulatory compliance of treatment programs in Maryland. Through various activities, this position ensures the safety of patients served in treatment programs. The main purpose of this position is to provide regulatory oversight to public and private treatment and prevention programs in the State of Maryland. Regulatory oversight is provided through routine program compliance reviews, audits of jurisdictional monitoring activities, and complaint-initiated program compliance reviews and investigations.

This position is responsible for assigning, conducting, and completing on-site and desk compliance reviews, audits, and complaint investigations. This position may be assigned duties that may be performed at public and private health facilities and other program sites where travel is required. This position will be required to possess a motor vehicle operator’s license valid in the State of Maryland. This position is required to observe infection control precautions. This position is responsible for following all required policies and procedures that are associated with the performance of their duties, and for understanding, explaining, and applying Federal and COMAR regulations regarding the treatment of substance use disorders. 

This position will attend Compliance Unit staff meetings and other meetings as directed. This position performs duties under the general supervision of the Compliance Unit Director and may be subject to call-in and overtime based on staffing needs. This position assists the Compliance Unit Director with coordination of operational activities associated with the compliance review process, complaint investigations. and special projects as assigned. This position, in consultation with the Director, Quality Assurance/State Opioid Treatment Authority (Program Manager III) and Compliance Unit Director (Program Admin IV Addiction), directs activities of program compliance evaluators.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience working with the substance use disorder population 
  • Experience leading a team, analyzing program data, and writing reports 
  • Proficient in the use of Microsoft Word, Microsoft Excel, Google Docs, and Google Sheets 
  • Experience and/ or knowledge of state and federal regulation regarding the treatment of opioid dependence

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
