Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Resource Assessment Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The main purpose of this position is to conduct the statistical analysis, reporting, and quality assurance of water quality monitoring data from the Chesapeake Bay and associated waterbodies. The position requires the employee to plan and perform appropriate biostatistical tests on the data, communicate the results of these analyses to various audiences, and oversee the QA/QC activities of field and laboratory calibration data. The person holding this position is considered an analytical manager and technical expert for the Water Quality Informatics group within Tidewater Ecosystem Assessment. This position performs other duties that are assigned to complete all tasks associated with the job's functions.

POSITION DUTIES

The Department of Natural Resources, Tidewater Ecosystem Assessment (TEA) Division in Annapolis, MD, is currently accepting applications for an Administrator II. The main purpose of this position is to conduct statistical analysis, reporting, and quality assurance of water quality monitoring data from the Chesapeake Bay and associated waterbodies. The position requires the employee to plan and perform appropriate biostatistical tests on the data, communicate the results of these analyses to various audiences, and oversee the data Quality Assurance/Quality Control (QA/QC) activities of field and laboratory calibration data. In addition, this position produces reports, data and products that appear on TEA’s water quality data portal Eyes on the Bay (http://eyesonthebay.dnr.maryland.gov). This position performs other duties as assigned that further TEA’s mission of assessing and reporting the health of bay habitats for living resources, such as crabs, fish, oysters, and underwater grasses.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience and education in an area of environmental/ecological/biological/physical science or resource management is preferred.
  • Past experience or the ability, and desire to learn technical skills that are used in TEA, such as: geographic information systems (GIS), computer/database/web programming (Cold Fusion, Javascript, SQL, web services, Visual Basic, Access, SQL Server, etc.), and/or SAS/R statistical software is preferred.
  • Data analysis and data management experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
