Main Purpose of Job

The position is responsible for managing daily operations for the My Groceries to Go! Commodity Supplemental Food Program, coordinating with the Maryland Department of Agriculture to oversee the seasonal Senior Farmers Market Coupon Program (SFMNP), and evaluating and making recommendations for improvements to statewide health promotion programs, including medication management activities, provided through a network of 19 local Area Agencies on Aging and over 200 senior centers. In addition, this position manages the senior center operating funds and represents the Department at interagency council meetings, conferences and similar community and professional events.

POSITION DUTIES

  • Maintain expertise and operation of the USDA Commodities Supplemental Food Program for the State of Maryland.
  • Manage monthly food inventory reports and continuously improve food ordering across local agencies.
  • Provide training and technical assistance to local agencies to ensure program compliance.
  • Monitor local partners regularly to maintain operational standards, marketing, education, policies, procedures and develop new partnerships to expand the program.
  • Negotiate and manage annual partner agreements.
  • Manage caseload levels across the state to expand the program.
  • Maintain a comprehensive policy and procedures manual, including State Plan, program application materials and related documents.
  • Approve local partner payments and track fiscal performance on a monthly basis.
  • Prepare for USDA program management evaluations.
  • Maintain advanced spreadsheets that track program data including participation, inventory, return on investment, and benchmarks for expanding the state’s caseload.      
  • Assume lead responsibility for the Health Promotion Program.
  • Develops health promotion goals, objectives, and performance measures for federal and state reports.
  • Research, investigate, and develop new health promotion programs.
  • Identifies grant and other funding opportunities for health promotion activities; write grant applications and implement funded projects.
  • Provide technical assistance to the local area agencies on aging (AAAs) and oversee grant activities to ensure compliance with funding requirements.
  • Ensure requests for funds and standard financial reports are reviewed to ensure compliance with the AAA’s budget and state guidelines for the program; approve documents timely in our grant management system to ensure payments are processed quickly and on time.
  • Lead the review of health promotion budgets and activities during the Department’s various state and federal reporting activities.
  • Assume lead responsibility for the Senior Center Operating Fund (SCOF) Program.
  • Draft the Aging Program Directive (APD) and state grant application for AAAs for review and approval by supervisors.
  • Review AAA grant applications and present those to the appropriate supervisors for determination of grant awards.
  • Oversee program activities to ensure the activities comply with the grant award and program directives.
  • Ensure requests for funds and standard financial reports are reviewed to ensure compliance with the AAA’s budget and state guidelines for the program; approve documents timely in our grant management system to ensure payments are processed quickly and on time.
  • Provide technical assistance to the AAAs and oversee grant activities to ensure compliance with funding requirements.
  • Other duties as assigned by the Secretary and/or Supervisors.    

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

LIMITATIONS ON SELECTION

Limited to current employees of the Maryland Department of Aging only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
