Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The primary objective of this position is to serve as the Eastern Regional Program Administrator for the Center for Waterway Improvement and Infrastructure. This program provides technical and financial assistance to federal, state, and local jurisdictions for the planning/development/maintenance of public boating access facilities and associated infrastructure, dredging of public navigation channels/harbors, construction of jetties/breakwaters, acquisition of fire/rescue boats and equipment, and other associated projects that benefit the general boating public.

POSITION DUTIES

The Maryland Department of Natural Resources, Chesapeake & Coastal Service Unit is currently accepting applications for an Administrator II position to serve as an Eastern Regional Program Administrator. 

The primary objective of this position is to serve as the Eastern Regional Program Administrator for the Center for Waterway Improvement and Infrastructure.  This program provides technical and financial assistance to federal, state, and local jurisdictions for the planning/development/maintenance of public boating access facilities and associated infrastructure, dredging of public navigation channels/harbors, construction of jetties/breakwaters, acquisition of fire/rescue boats and equipment, and other associated projects that benefit the general boating public. 

This position is responsible for reviewing, evaluating, and assessing Regional Waterway Improvement Fund Projects for the Center for Waterway Improvement and Infrastructure.   Projects include, but are not limited to, public boat ramps, landings, marinas, slips, and piers, dredging channels and harbors, constructing breakwaters/jetties, comfort stations, parking areas, acquiring fire/rescue boats and equipment, and evaluating water-oriented recreational boating needs.   Planning responsibilites include determining the need and feasibility of all proposed projects based on environmental, recreational, safety and public need parameters, as well as evaluating boating access demands, site conditions, ability to obtain regulatory permits, and funding eligibility.   Responsibilities also include establishing a project scope of work, preparing cost estimates and making state/federal funding recommendations.  Technical duties include reviewing detailed plans and specifications to ensure that the project meets existing design standards/guidelines, federal/state ADA requirements, and will be safe for use by the general boating public.  This includes evaluating bid proposals, approving change orders, resolving conflicts, establishing priorities, addressing unique situations, and providing technical oversight pertaining to the planning, engineering, design, construction, and inspection of projects.

This position also assists in preparing the annual multi-million dollar Capital Budget and approving expenditures for state funded Waterway Improvement Projects.  Directly managing a budget that can at times be in excess of $8 million, for Regional Waterway Improvement funded projects which may include Federal boating access and Federal boating infrastructure projects associated with State match.   Responsibilities include, but are not limited to, providing presentations, status/fiscal reports, assisting with the development, tracking, and monitoring of proposed/approved projects, and attending meetings and providing testimony as necessary on behalf of the Program Director. 

Management of Regional Waterway Improvement Projects includes reviewing project applications and making funding recommendations to plan, develop, and maintain public recreational boating facilities within the assigned Region(s) of Maryland.  Working with counties, municipalities, and federal agencies regarding the completion of projects, monitoring the application process, reviewing project applications for accuracy, completeness and consistency with the State Boat Act. Routinely inspecting projects to ensure that they are completed in accordance with approved project plans & specifications, monitoring project status, and authorizing project payments.  

This position may also represent the Department and Program Director at meetings with federal, state and local officials, including various commissions and advisory committees and the public in order to provide technical, planning, administrative and general program information relating to procedural and policy matters.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have knowledge and experience with:
  • Grant or project management.
  • Projects related to the construction of public boating facilities, and capability to read and interpret engineering drawings or site plans.  
  • Recreational boating needs.
  • Excel, organizing and sharing of electronic files, and online grant management software.
  • State and local permitting and environmental requirements, and the ability to interpret, develop and apply established rules, policies and laws.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
