Main Purpose of Job

Maryland’s Interagency Commission on School Construction (IAC) is recruiting a data and planning professional to support the educational sufficiency and fiscal sustainability to public PK-12 school facilities in Maryland by delivering technical assistance to Local Education Agencies (LEAs) and providing program support to the IAC.

The Planner will support the IAC Planning Group’s work to advise and assist the IAC and Local Education Agencies on work related to school facilities portfolio management including demographic analysis, supply and demand management, portfolio optimization, capital planning, and facilities management best practices.

POSITION DUTIES

The Planner will focus on planning support through collaboration with Capital Projects Managers in reviewing annual LEA Educational Facility Master Plans (EFMP), developing standard EFMP content requirements and formats based on industry literature and best practices, and delivering technical assistance in school facility portfolio and cluster planning to LEA planners to better identify, project, and understand demand for school facilities prior to project planning. The Planner will also contribute to data development projects, such as the IAC’s Facilities Data System, Facility Inventory Database, financial information system, and business management system, as well as student enrollments and permit/development data with other State agencies and LEAs. The Planner will also develop, implement, and maintain a planning database/geodatabase. Additionally, the Planner will provide program support through evaluation of capital construction planning and funding requests from LEAs. 

MINIMUM QUALIFICATIONS

EDUCATION: Graduation from an accredited high school or possession of a high school equivalency certificate.

EXPERIENCE: Four years of administrative staff or professional work. 

NOTES: 

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s):
• Background in public administration, planning, architecture, asset management, or
• Experience with data analysis and visualization applications/programming languages, or 
Experience with desktop web publishing applications, project management/project management applications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
