Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is dedicated to primary and secondary prevention of HIV transmission in Maryland. In partnership with impacted communities, the Bureau develops, funds and evaluates effective Adult Viral Hepatitis, Sexually Transmitted Infection, and HIV prevention and treatment programs. The Bureau also provides training, support and technical assistance, in order to develop the capacity of agencies and individuals to successfully deliver those interventions and services. PHPA's Center for Harm Reduction Services (CHRS) administers the Syringe Services Program (SSP), Overdose Response Program (ORP), and other harm reduction activities, including Law Enforcement Assisted Diversion (LEAD) expansion activities and harm reduction workforce development.

The main purpose of this full-time contractual position is to oversee administrative activities related to special projects, including the implementation of the STOP Act of 2022. This position will serve as the primary point of contact for questions related to the STOP Act implementation. This position will also be responsible for scheduling and leading meetings with entities named in the STOP Act, as well as for providing education about the STOP Act naloxone mandate. 

In addition, this position will be responsible for ensuring that STOP Act reporting is submitted by named entities. This position will also provide updates and report-outs on the progress of the implementation, while coordinating with the Division of Operations and Compliance on naloxone orders and deliveries for STOP Act entities. Furthermore, this position will provide technical assistance, monitor shared email inboxes, and communicate the policies related to both the STOP Act and the ORP. 

Along with maintaining knowledge of the policies related to both the STOP Act and the ORP, this position will also be expected to maintain current knowledge of the fields of harm reduction and substance use disorder treatment, including best practices and available resources.

MINIMUM QUALIFICATIONS

EducationGraduation from an accredited high school or possession of a high school equivalency certificate.

ExperienceFive years of administrative staff or professional work experience.  

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or, overseeing or coordinating unit operations; or, functioning as a Staff Assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience working in, and/or knowledge of, Harm Reduction Programs. The desired candidate should also have experience managing programs and/or projects, as well as experience managing grants.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
