Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

An Inventory Control Specialist is the full performance level of technical and administrative work coordinating the disposal of surplus property from State agencies.  Employees in this classification are responsible for reviewing and determining the method of disposition and supervising the disposal of surplus property.  The work of the classification entails considerable contact with administrative personnel in both government and private organizations for the purpose of coordinating plans that will yield the highest financial return for the sale of surplus property.  Employees in this classification conduct field audits to assure compliance with surplus property disposal standards and controls of the State Inventory Management Division.  Employees in this classification are responsible for interpreting and applying pertinent laws, regulations and procedures of the State’s surplus property system.

POSITION DUTIES

• Compiles and maintains records of quantity, type, and value of material, equipment, merchandise, and supplies stocked in the agency.
• Prepare and complete proper disposal of surplus property.  
• Responsible for processing orders for the agency’s needs through Equip inventory system and distributing office supplies and materials.  
• Courier for any agency related business. 
• Responsible for the receipt of checks received in the mail (various mail couriers), and logged in receipt book; ensuring accuracy, fraud, and inconsistency to minimize written void receipts.  
• Assist the division’s Fleet Manager with administrative duties as assigned.  
• Follow-up with care and maintenance of the agency’s 81 vehicles.
• Back up to the Services Specialist in performing operations in the facilities department to include mail services, distribution of mail, supplies and other materials for agency operations. 
• Assisting in all departments with special projects and promotions, as needed. 
• Manage supervision of facility janitorial service and maintenance services.
• Ensure front-line customer satisfaction by dealing professionally and effectively with all internal and external customers.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in the disposal of surplus equipment, materials and supplies.

Notes:

1. Candidates may substitute education at an accredited college or university may be substituted at the rate of 30 credit hours for each year of experience, for up to 2 years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Supply and Logistics classifications or Supply and Materials Control and Management specialty codes in the supply field of work on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

  • Knowledge of expert physical distribution systems including storage, handling, transportation and ultimate disposition of surplus property;
  • Knowledge of English usage; Knowledge of reports; Knowledge of interviewing principles and techniques;
  • Knowledge of inventory control principles;
  • Experience understanding and applying laws, regulations and procedures, applicable to inventory operations and property disposal;
  • Experience in identifying problems and recommending appropriate solutions based on logical considerations and alternatives;
  • Experience in developing procedures used in the disposal of surplus property;
  • Experience in determining best disposal method of equipment based on its condition;
  • Experience in determining fair market value of used property;
  • Communicate effectively;
  • Experience in exercising independent judgment and initiative.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Some positions in this classification are assigned duties which require the individual to be examined by a physician after an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
